The Washington State Department of Transportation (WSDOT) Office of Human Resources and Safety (OHR&S) is seeking a personable and trustworthy support professional to fill the vacancy of Fiscal Analyst 2 in Olympia, WA.
 
As part of the administrative team, this position is responsible for a variety of fiscal duties including but not limited to: payroll, payment vouchers, monitoring assigned accounts, monies received for payments by maintaining and modifying fiscal record keeping systems, databases, and spreadsheets; reviewing fiscal records, identifying trends; assisting in formulating related corrective action; reconciling budget status reports and prepares expenditure projections.

This position will perform the following work:
  • Analyze, reconcile, interpret and monitor financial reports within OHR&S by comparing authorized expenditures against budgeted and planned expenditures.
  • Maintain and modify fiscal record keeping systems, databases, and spreadsheets; review fiscal records, identify trends; assist in formulating related corrective action; reconcile budget status reports and prepare expenditure projections.
  • Act as the primary point of contact for fiscal duties in OHR&S including, but not limited to, accounts payable-receivable processing/tracking/discrepancy resolution/reconciliation, tuition reimbursement processing and financial report analysis.
  • Respond to provider inquiries and resolve payment questions, communicates with the Accounting and Financial Services office as necessary, research issues in TRAINS, PCMS, Cognos and DataMart.
  • Prepare, compile, and provide fiscal reports such as year-end reports, budgetary reports, and auditing; Prepare and present complex caseload and/or expenditure forecasts for budget or other management purposes; Develop procedures to effect more efficient budget reporting at the department level or in area of responsibility.
  • Maintain and process travel expense records; ensure compliance with state and institution regulations and procedures; allocate travel expenses to appropriate budgets;
  • Conduct preliminary organization-wide fiscal and administrative evaluations and reviews of grant and contract proposals and negotiate resulting awards with vendors or coordinates payment.
  • Coordinate contracts fiscal information with agency accounting office; provide progress and contracts status information to other staff sections of the agency.
  • Collect time sheets, input work and leave hours into the Labor system for the Office of Human Resources and Safety for approximately 60 employees.
  • Verify and balance hours using Excel and the Attendance Report; correct the leave balance reports, reviews and makes appropriate changes to the payroll rosters.
  • Email staff reminders for payroll closing dates.
  • Act as proxy for other fiscal & administrative personnel in the division.
  • Other duties as assigned.
 
An ideal candidate for this position will have:
  • Bachelor's Degree in Accounting, Auditing, Business or Budgeting (includes 18 quarter or 12 semester hours in accounting, auditing or budgeting); Professional experience may substitute for the degree on a year-for-year basis but not the required 18 quarter or 12 semester hours.
  • Knowledge of accounts payable, accounts receivable, cash receipts and travel.
  • Proficient in computers and relevant software including but not limited to Excel, PowerPoint, Word, Outlook and SharePoint.
  • Experience organizing and prioritizing daily tasks and switching between priorities based on the needs of the organization.
  • Exceptional mathematical skills in the area of budget and finance.
  • Ability to communicate effectively, independently solve problems in the realm of budget, finance and travel, and apply practical accounting techniques.

Salary Range: $38,220.00 - $51,300.00 Annually
