Regulatory Engineer, Gasoline Engines

Under the direction of the Regulatory Manager, the Sr. Project Engineer – Gasoline Engines will lead all certification applications to US EPA, CARB and VCA, New & Carryover, planning through submission and associated supportive documentation for Kohler Gasoline (SI) engines sold in the North America & Europe. This includes, but is not limited to, detailed engine certification discussions with agencies on new and carryover exhaust applications, engine architecture, deterioration factor (DF) testing, Averaging Banking & Trading (ABT), AECD disclosures etc. and production-line test reporting to ensure engines produced are within tolerances of certified configurations.  A fluid working knowledge of the Code of Federal Regulations (CFR) Title 40, Parts 1054, 1045, 1060 and 1068 and the corresponding California Code of Regulation (CCR) Title 13, as the primary task for this position incorporates emissions standards and test methodologies from each of these chapters.
 
Specific Responsibilities
  • Regulations Experience: Track, document, and communicate state and federal regulations that impact the design, development, manufacture, and application of SI engines sold in the United States & Europe to appropriate stakeholders.
  • Engine Exhaust Certification Application: Plan and submit annual carryover & new program certification plan to appropriate regulatory agencies to meet SOP.
  • Review and provide input to all the supportive documentation such as AECD disclosure, tamper resistance, adjustable parameter, delegated assembly, application instructions as required through the regulations.
  • Compliance Reporting: Lead production-line testing (PLT) activities and emissions control labels for all gasoline engines as pertains to North America; exhaust & evaporative. 
  • Communicate regular updates on the status of Production Line Testing and reporting to Regulatory & Compliance group management.
  • Support customer request as it pertains to exhaust & evaporative emissions such as certificates, application instructions etc.
  • Support China plant production changes as it pertains to exhaust emissions and update certification applications accordingly through running changes. 
  • Contribute sound engineering advice and creative new ideas, concepts and approaches relative to engine emissions development such as after treatment (TWC, DPF, DOC, SCR) sizing and appropriate architecture.
  • Support commissioning of Kohler SI engine emissions test lab at China & evaporative emissions lab at Kohler and create required work instructions.
  • Review production line test results and proactively communicate information or issues to engineering, manufacturing and quality functions, as it pertains to PLTs.
  • Lead emissions defect investigation team for Kohler SI engines as it pertains to exhaust & evaporative emissions. Counsel and train less senior engineers and technical support personnel in technical areas as required or requested. Must be a self-starter that can work independently to complete tasks with high level of complexity with minimal direction.
  • Drive process and procedures improvements as needed.
  • Support Kohler participation at various industry organizations.

Skills/Requirements

  • Minimum Bachelor’s in Mechanical Engineering from ABET accredited program.
  • Additional education in related fields (e.g. diesel or gasoline engine combustion, performance and development engineering or calibration engineering) a plus.
  • Minimum 5 years industry experience (or equivalent) in diesel or gasoline engine combustion, performance, development or calibration.
  • Work experience with regulations and regulatory agencies would be preferable.
  • Demonstrated ability to identify and assess risks and seek guidance from responsible individual.
  • Demonstrated ability to negotiate within and outside Kohler organization, specifically regulatory agencies.
