Professional Engineer OR Senior Professional Engineer

Recruitment is for two (2) Professional Engineering levels:
  • Professional Engineer - $54,963.10 - $65,000.00
  • Senior Professional Engineer - $65,000 - $72,000
Candidates will be evaluated based on a combination of their education, training, and experience. Selected candidate will be hired into one of the above levels; Professional or Senior Professional; offered level and starting salary negotiated depending on qualifications.
Professional level engineering work applying skills and knowledge to a variety of municipal public works and enterprise projects. Assignments offer the opportunity for independent judgment in evaluation alternative plans, completing cost benefit studies, planning work details, and making technical determinations with respect to engineering problems.  
STORMWATER ENGINEERING DIVISION:
Responsible for supporting and managing the design, construction, protection and maintenance of Stormwater infrastructure.
UTILITIES ENGINEERING DIVISION:
Responsible for supporting development within the City and managing Capital Improvement Projects to provide City customers with potable water, wastewater collection and treatment, and reclaimed water services.
 
DUTIES AND RESPONSIBILITIES:
STORMWATER ENGINEERING DIVISION:
The responsibilities of this position will be focused on stormwater but knowledge of other utilities will be helpful in the development and review of municipal projects. The duties listed below will be the primary focus for the position but not inclusive of all tasks that may be assigned.
  • Residential and Commercial flooding investigation/resolution
  • Plan review for compliance with City regulations
  • Interpretation of Watershed Management Plans
  • Project design from conception to construction
  • Plan, profile, cross section, grades, details, quantities, bid tabs
  • Utility conflict identification and resolution
  • Determine grade for construction of roadway projects
  • Managing Engineering Consultants working on projects for the City of Clearwater
  • Meeting with the public to discuss concerns and solutions to problems
  • Understanding of Comprehensive Plans and Community Development Codes
UTILITIES ENGINEERING DIVISION:
Position requires knowledge of municipal utilities systems, including potable water, wastewater, and reclaimed water.
 
Advises and mentors junior staff and acts as a senior technical advisor within the Utilities Engineering team. Performs technical and professional engineering work associated with site investigations, technical analysis and reports, and development of design plans and specifications associated with City of Clearwater utilities infrastructure. Employees in this position are expected to manage multiple projects effectively and exercise sound engineering judgment to resolve technical problems on a variety of challenging water, wastewater collection and treatment, and reclaimed water engineering projects.
MINIMUM QUALIFICATIONS:
Professional Engineer: Bachelor's degree in Engineering from an ABET accredited program. Must have a Florida PE or PE license in other state with an ability to obtain Florida PE within 6 months of employment. One (1) year of PE work experience.
Senior Professional Engineer: Bachelor's degree in Engineering from an ABET accredited program. Must have a Florida PE or PE license in other state with an ability to obtain Florida PE within 6 months of employment. Two (2) years of PE work experience; six (6) years preferred.
Strong multi-tasking and time management skills are required.
Candidate must communicate clearly and concisely, both orally and in writing, have the ability to establish and maintain effective working relationships with contractors, engineers, employees, and others, and deal with public relations problems effectively, courteously, and tactfully.

SUPPLEMENTAL INFORMATION:
Additional Duties and Responsibilities:
  • Frequent consultation with internal divisions, consultants, contractors, and other stakeholders as required in the analysis, design, review of plans/specification, and inspection of construction work for compliance with engineering criteria.

  • Oversight of wastewater or stormwater modeling performed internally and by external consultants.

  • Serving as Engineer of Record for in-house wastewater/reclaimed water or stormwater designs.

  • Preparation of construction cost estimates, construction plans and specifications that comply with City codes and proper engineering design.

  • Monitoring construction activities and conducting frequent project site visits and warrantee inspections to ensure compliance with project plans and specifications, and federal, state, and local regulations.

  • Assisting the general public with engineering related information requests.

  • Maintaining Florida Department of Environmental Protection (FDEP) permits for City utilities facilities including monitoring potential FDEP regulations and evaluating potential impacts.

  • Verifying plans and specifications prepared by third-party Engineers of Record are compatible with other utilities infrastructure projects and conform to the City's overall goals and objectives.

  • Identifying needed improvements and assisting with changes to policies and standard operating procedures to increase efficiencies.

  • Attending pre-construction conferences and project meetings.
