The Department of Ecology has a unique opportunity for a Senior Planner in our Water Quality Program in Lacey, WA.

As the program's Senior Planner and Performance Coordinator, this position serves as part of the Water Quality Program Management Team (PMT), supporting long-term strategic planning, performance accountability, and legislative and budget coordination. In this capacity, this position will help guide the program and shape how we respond to water quality issues over multiple years. This position also works with our HR partners to attract and retain top talent, including workforce development and personnel planning.

Duties



This unique position is included in our Program Management Team and doesn't directly manage a work section. Instead, this position uses influence to coach managers and staff through program processes, and uses relational and organizational skills to lead, develop, and improve our program planning efforts. The main areas of work include:

Program planning, performance monitoring, and personnel coordination: 
  • Leads and coordinates the program's strategic and biennial planning processes so that our program knows where we are headed, and so that every employee has a role in supporting our mission and vision.
  • Coordinates with the program budget planner on developing the program's biennial budget so that our resources are invested in our top priority areas.
  • Identifies and formulates strategies to address program gaps. This may include policy issues such as nutrient loading in Puget Sound, reducing stormwater impacts, or addressing water temperature under climate change.
  • Leads the program's performance tracking for reports to the agency, EPA, other state offices, and the legislature. 
  • Ensures successful personnel actions and personnel planning for the program, in partnership with HR. Functions as the coordinator for all program personnel actions, including improving paperwork accuracy and flow, and technical assistance to both unit and section managers.  
 
Interagency agreements: 
  • Leads the negotiation of the Water Quality Program sections of the Performance Partnership Agreement, which is a federal EPA grant workplan.
  • Provides assistance to PMT on developing and processing memorandum of agreements.
  • Serves as senior planning consultant for other program initiatives that require policy level coordination and liaison with other government agencies, stakeholders and tribes.

Legislation analysis and coordination: 
  • Coordinates and tracks bill analysis, fiscal note assignments, and the progress of legislation that impacts the program. 
  • Manages and provides consultation on legislative initiatives including outreach and planning at direction of deputy program manager.

Qualifications


Required Qualifications:

A Bachelor's degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental and performance measurement emphasis, or closely related field AND seven (7) years of professional experience in land use, urban, regional, environmental, or natural resource planning. 

Two of the seven years of experience must be in strategic planning, public budgeting (financial management), or performance measurement.

OR

A Master's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental and performance measurement emphasis, or closely related field AND five (5) years of professional experience in land use, urban, regional, environmental, or natural resource planning. 

Two of the five years of experience must be in strategic planning, public budgeting (financial management), or performance measurement.


In either option, experience must include:
  • Knowledge and skills in planning to achieve environmental results, experience in developing and measuring performance measures for environmental programs and projects;
  • Ability to focus on priorities and measure results; experience in designing and managing initiatives to identify and address program gaps and align financial assistance efforts with program priorities;
  • Leadership skills in collaboration and facilitation, including experience in multi-stakeholder meeting facilitation and complex interagency talks;
  • Ability to anticipate issues, communicate clearly in writing and verbally, work effectively on teams and be flexible and open to change.
