Assistant Project Engineer – Seattle Multimodal Ferry Terminal (WMS2)

The Opportunity:
The Washington State Department of Transportation (WSDOT) is seeking a professional engineer to provide leadership to the team tasked with administering the Seattle Multimodal Ferry Terminal Colman Dock project. This is the largest project ever delivered by Washington State Ferries (WSF) and the first WSDOT project utilizing the General Contractor/Construction Manager (GC/CM) project delivery method.
 
Reporting to the Project Engineer, this position is responsible for the day-to-day project management and oversight of the construction of the Seattle Multimodal Ferry Terminal at Colman Dock project. This is a highly visible and complex project, which must satisfy the needs of a diverse group of users and multiple public and regulatory agencies. Your work will require collaboration and coordination with other regions, project offices, local and Federal agencies.

This position will perform the following work:
  • Assist the Project Engineer; assume the authority of the Project Engineer when absent.
  • Manage construction oversight of the Seattle Multimodal Terminal at Colman Dock Project to include interpreting and implementing plans, specifications, regulatory laws, codes, and standards.
  • Monitor contractor's progress, and make progress payments.
  • Collaborate and build effective working relationships with a diverse group of stakeholders both internal and external.
  • Prepare for, and participate in public outreach events for a variety of stakeholder audiences
  • Initiate personnel and staffing actions necessary to carry out project delivery.
  • Review and approve a variety of contract documentation including RFIs, submittals, change orders, letters and contract payments.
  • Utilize effective engineering techniques and sound engineering judgment to solve complex construction issues in a timely manner.
  • Manage a diverse team of consultants. To include preparation of new consultant agreements, reviewing and authorizing invoice payments and assigning work. 
  • Provide staff a balanced workplace that promotes training and development for professional growth and upward mobility, employee safety, workforce diversity, and pride in ownership.
  • Ensure that projects are delivered in an environmentally responsible manner consistent with applicable laws.
  • Identify and manage project and delivery risks.
 
An ideal candidate for this position is required to have:
  • A Professional Engineer license in the State of Washington.
  • At least eight (8) years of experience in construction or design of complex marine or building projects.
  • A Bachelor's degree (or higher) in Civil Engineering.
  • An advanced and diverse engineering background, including strong working knowledge of marine structures, civil, structural, and traffic engineering, architectural design, electrical, mechanical and hydraulic engineering.
  • Knowledge of alternate construction project delivery contracting principles, including GC/CM; WSDOT Standards, policies, and procedures.
  • Knowledge of environmental regulations, documentation and permits at the Federal, State and Local levels.
  • Leadership skills, with experience managing and leading a diverse workforce.
  • Effective communications skills both verbally and in writing.
  • Strong skills in establishing plans and setting goals to achieve success, monitoring progress, making adjustments, measuring performance, and reporting actual progress.
  • The ability to provide innovative and highly effective solutions in technically complex situations and in exceptionally sensitive regulatory, legal or political circumstances.
  • The ability to make timely, effective decisions in the best interest of the department.
