Defense Contract Management Agency uses the Expedited Hiring Authority to recruit and appoint qualified individuals directly into shortage category or critical need acquisition positions.

Who May Apply:

Major Duties:
  • Conducts Contract Receipt and Review (CRR) functions related to contract cost, schedule and performance for buying activities and DCMA elements.
  • Implement all agency engineering surveillance policies and tools.
  • Evaluates contractors' and subcontractors' engineering systems, design, development, production, and test efforts in accordance with contract terms.
  • Conduct systems engineering surveillance including research, design, development, test and production.
  • Monitor contractor engineering management systems.
  • Analyze trends in performance, recommending corrective action, establishing lessons learned, and influencing the improvement of contractor processes.
  • Analyze contractor performance data including systems engineering, manufacturing engineering, supply chain management, industrial analysis, and EVM performance for trends, and provides pertinent data to the chief engineer.
  • Analyze trends in performance indicator scores to assist the CE with managing Agency level performance indicators, recommending corrective action.

Travel Required:
  • Business Travel is approximately 10% of the time.

QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
To qualify for the GS-11 position, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-09. Specialized experience is defined as: Experience in providing assessments of production capability, capacity, supply chain and resources.
To qualify for the GS-12 position, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-11. Specialized experience is defined as: Experience in providing assessments of aircraft production capability, capacity and resources; evaluating supply chain and associated risk assessment; Experience in supporting contract technical assessments (i.e.,Technical Support to Negotiations).
For the GS-11 position: Education can be substituted for experience.
For the GS-12 position: Education can not be substituted for experience.

Conditions of Employment:
  • Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Noncritical Sensitive Secret security clearance.
  • Must file an annual financial statement.
