STAR PROGRAM DESCRIPTION
Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) supported by the US Agency for International Development (USAID) Global Health (GH) Bureau. Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and low-and-middle-income country (LMIC) health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships. STAR’s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies. STAR is managed by the Public Health Institute and implemented in partnership with Johns Hopkins University (JHU), the University of California, San Francisco (UCSF), and the Consortium of Universities for Global Health (CUGH).

INTERNSHIP DESCRIPTION
Background:
The Bureau for Global Health's Office of HIV/AIDS (OHA) is the center of HIV/AIDS technical leadership for USAID and has primary responsibility for the Agency's HIV/AIDS program. OHA provides strategic direction, technical leadership, and support to field programs in HIV and AIDS. The Office of HIV/AIDS is the focus of HIV/AIDS technical leadership for USAID and has primary responsibility for leading the Agency's efforts within President's Emergency Plan for AIDS Relief (PEPFAR), a $52 billion multifaceted approach to combating the disease in more than 120 countries around the world since 2003. In cooperation with the US Department of State's Office of the US Global AIDS Coordinator (OGAC), other US Government (USG) partners, international organizations, and nongovernmental organizations, USAID provides global technical leadership on the full range of issues related to HIV/AIDS prevention, care, and treatment; manages numerous research and field support programs; and monitors the impact of the Agency's HIV/AIDS programs. In this endeavor, USAID works very closely with a range of USG agencies involved in the fight against AIDS, such as the US Centers for Disease Control and Prevention, Department of Defense, and Peace Corps. Introduction:
The Strategic Information, Evaluation, and Informatics Division (SIEI) within OHA, to which the Program and Data Quality Intern (Intern) will be assigned, provides technical expertise to advance and support country-owned, sustainable strategic information systems and promotes data-driven program planning.

Reporting structure:
The Intern will be based in the Evaluation Branch within Strategic Information, Evaluation, and Informatics (SIEI) Division. S/he will work closely with Evaluation Branch and SIEI and receive technical guidance from the Evaluation Team Lead who will serve as his/her onsite manager.

Responsibilities:
·        Support OHA as it defines, communicates and rolls-out quality assurance and improvement approaches, plans, and tools focused on data quality and partner performance.
·        Support the scale-up of the OHA data quality assurance and improvement strategy across USAID portfolio.
·        Based on parameters provided by Team Lead and/or Data and Program Quality Advisor,
create data sets using different data sources and run basic analytic functions.
·        Support the institutionalization of data and program quality practices across technical areas and across OUs to ensure accurate and efficient reporting.
·        Support the development of tailored data quality assurance approaches and tools to respond to PEPFAR, OHA and field emerging needs and priorities as directed by the Team Lead and Data and Program Quality Advisor.
·        Support the communication efforts, implementation and evaluation of data quality management policies and practices.
·        Help track, document and organize technical assistance aimed to support the USAID Mission teams as they assess, improve and maintain data quality on routine basis across international and indigenous partners.
·        Participate in interagency and agency specific data quality assurance (DQA) exercises and the analyses of the results, in order to identify the root causes of poor routine data.
·        Join SIEI and technical teams during partners quarterly performance reviews.
·        Support implementation of analytic approach to existing data in order to further partner performance review, recognize instances when rapid assessments are needed, and support processes to address identified challenges.
·        Support data integration and analysis that looks across PEPFAR indicators, Site Improvement Monitoring System (SIMS) data, and other types of data by IMs, geography and other relevant parameters.
·        Analyze, synthesize and apply evidence to ensure high quality data and services and inform new programs.
·        Participate in relevant meetings regarding the program and data quality assurance and improvement.
·        Perform other duties as assigned by senior leadership.

OUTCOMES
Internship Output/Deliverable:
·        Communication products (emails, short communication pieces, listserv updates, briefers, newsletter contributions, etc.)
·        Analytic products (data sets, visualizations, etc.)
·        Analytic tools (pivot tables, etc.)
·        Records of data quality TA (schedules, plans, tracking sheets, training materials, etc.)
·        Data quality assurance and improvement records for OU and technical area

Anticipated learning outcomes:
·        Identify and describe the core attributes of the STAR global health competencies; defined as development practice, cross cultural awareness, communication, capacity strengthening, ethics of public health, health equity, gender equality and global burden of disease. 
·        Gain exposure to HIV/AIDS Programs and data science and informatics through global health programming. 
·        Apply effective communication skills across a broad network of peers and advisors within global health to support learning and professional development. 
·        Develop a global health focused career plan with a mentor.

INTERNSHIP REQUIREMENTS
Required:

·        Currently enrolled masters or other post-bachelor’s degree candidate or completion of such within the past 12 months;
·        Experience in data analyses and syntheses.
·        Ability to create data sets using different data sources and conduct analytics to identify possible causes and/or factors influencing program performance.
·        Understanding of geospatial data and how it can be used in data analytics.
·        Knowledge of quality assurance and quality improvement methods and approaches.
·        Possess strong analytical skills to solve problems as they arise.
·        Proficient with Microsoft Office applications such as word processing and spreadsheet software.
·        Superb organizational skills and attention to detail.
·        Possess excellent oral and written communication skills.
·        Able to multi-task in a variety of projects at a time.
·        Ability to participate in a 1-2-week field experience.
·        US citizenship or US permanent residency required.
 
Additional skills (preferred):
·        Individuals with knowledge of and/or experience with quality assurance and quality improvement approaches application in healthcare and development sectors preferred.
·        Knowledge of and/or experience in the development and global health fields a plus.
