Job Description
Credence Management Solutions, LLC (Credence) is seeking a Civil Engineer to support the U.S. Air Force Life Cycle Management Center (AFLCMC) by performing planning and design work for multi-phase new construction, renovations and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of civil engineering concepts, principles and practices.
RESPONSIBILITIES
  • Prepares, develops or reviews design calculation, cost estimates, schedules, underlying analysis, technical drawings and specifications related to a wide variety of projects, to include: airfields, roadways, site/area development, drainage, foundations, structures, transportation and other systems of major size and complexity for use on a military installation, airfields, multi-story office buildings, large utility plants, hospitals, hangars, flight simulators and other similar structures.
  • Coordinate with customers and other governmental personnel and agencies, as necessary, to define project requirements, ensure compliance with Federal, State, local and Air Force regulations.
  • Perform comprehensive technical compliance verification of all aspects of the design with all applicable design criteria, including applicable Air Force and national standards, criteria and specifications.
  • Provide assistance and technical support in the identification, development, and preparation of FSRM, Non-Appropriated Funds (NAF), customer-funded programs, and MILCON projects. 
  • Coordinate with customers and other governmental personnel and agencies, as necessary, to define project requirements, ensure compliance with Federal, State, local and Air Force regulations. 
  • Draft Performance Work Statements (PWS), prepare Statements of Work (SOW), draft programming documents (DD 1391s), develop cost estimates, briefings and other components of the programming/ acquisition package for government approval and submission.
  • Perform independent technical and cost reviews of facility project design submittals, standard design templates, charrette reports, and facility design standards/tools prepared by architect-engineers.
  • The Contractor shall perform comprehensive technical compliance verification of all aspects of the design with all applicable design criteria, including applicable AF and national standards, criteria, and specifications; providing a specific citation as the basis for each finding.
  • The Contractor shall perform a comprehensive validation of the designer’s cost estimate, citing specific areas with questionable basis. Where applicable, the Contractor shall assess compliance with programming approval documents and applicable program approval thresholds.
Job Requirements
  • An Active Secret security clearance is preferred, all candidates supporting this requirement are eligible to start without an active clearance must be able to obtain and maintain a Secret security clearance. Candidates must meet the eligibility requirements (https://www.dss.mil/ma/tw/dvd/vroc/eligibility/) for a security clearance.
  • ABET-accredited Bachelor’s degree in Architecture, Electrical Engineering, Civil Engineering or Mechanical Engineering.
  • Three (3) years of facilities engineering is required.
  • Two (2) years of experience with facility in-house design, to include sizing HVAC, electrical and plumbing equipment is desired.
  • Two (2) years of experience managing facility engineering contracts, to include responding to RFIs and Change Orders is desired.
  • Experience with Unified Facilities Code (UFC) and Air Force Instructions (AFIs) is desired.
  • Experience with TRIRIGA and BUILDER is desired.
  • Excellent oral and written communication skills is desired.
