Job Description Summary
Performs highly advanced (senior-level) work administering the daily operations and activities of the Texas Water Development Board’s new Flood Planning Division. Work involves: establishing a new, legislatively-mandated state flood planning program; directing the development of the first state flood plan; extensive stakeholder outreach and interaction; setting Division goals and objectives; developing technical and other guidance, internal procedures, policies, and agency rules; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating the newly created Flood Planning Division; developing and evaluating budget requests; and monitoring budget expenditures. Responsible for oversight of development, coordination, support, and review of multiple regional flood plans developed through contracts with regional flood planning regions and that will be the basis for the first state flood plan. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to the Deputy Executive Administrator of the Water Supply and Infrastructure Office.

Essential Job Functions
·        Responsible for establishing and overseeing a new statewide flood planning program and preparing the first state flood plan including drafting related rules, developing technical and other guidance, and hiring and overseeing staff
·        Serves as a key flood planning technical resource in advising the Deputy Executive Administrator, in developing and overseeing the implementation of critical technical guidelines for flood planning, and in stakeholder interactions including with the legislature. 
·        Supports and coordinates the development and adoption of guidance principles for the state and regional flood plans that reflect the public interest of the state.
·        Assists in establishing the initial regional flood planning areas and in identifying the initial membership of the regional flood planning groups.
·        Hires, trains, and manages Division staff who will support the regional flood planning groups and process including preparing materials/presentations to orient and guide staff and the regional flood planning groups in development of the first statewide, regional flood plans.
·        Develops the basis and approach for allocating legislatively appropriated funds for the development and management of the regional planning groups.
·        Oversees development and award of regional planning grant contracts including the associated scoping and guidance materials in support of regional flood plan development and coordination activities.
·        Develops internal procedures to support the regional flood planning and state flood plan development processes.
·        Determines the scope, content, and form of the regional flood plan contract documents, regional flood plans, and associated datasets.
·        Oversees the development of regional and state flood planning data collection and data management requirements.
·        Oversees all aspects of the regional flood planning process including extensive stakeholder coordination and outreach, development of supporting materials including data analyses, monitoring and providing administrative and technical support to the regional planning groups, agency review of draft and final regional flood plans and all regional flood planning data collection, synthetization and dissemination activities.
·        Provides effective leadership and management of the Flood Planning Division.
·        Work closely with the Director of Flood Science and Community Assistance to ensure a singular agency vision and consistent approach to flood planning. 
·        Directs the development of the state flood plan including internal agency coordination, developing timelines and tasks, writing and overseeing the preparation of all related materials, including maps, to be contained in the plan. This work will be performed in parallel with the regional flood planning process that will produce plans on which much of the final state flood plan will be based.
·        Presents agency information on flood planning program to external stakeholders, including producing materials to support agency public education and outreach efforts.
·        Serves as a resource witness during legislative sessions or advisory committee hearings, other agencies (state and federal), with legislative staff or conferences.
·        Reviews results of special investigations, internal audits, research studies, forecasts and modeling exercises to provide direction and guidance.
·        Manages all project activities within the division, providing technical direction and guidance.
·        Monitors and reports division work activities.
·        Authorizes division hiring, separations, disciplinary actions and employee performance rewards.
·        Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
·        Evaluates division performance and recommends and leads improvements.
·        Supports division administrative requirements related to organization, budget and personnel.
·        Ensures the provision of quality customer service from the division to both internal and external stakeholders.
·        Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed.
·        Maintains confidential and sensitive information.
·        Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
·        Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
·        May be required to operate a state or personal vehicle for business purposes.
·        Performs other duties as assigned.

Minimum Qualifications
·        Graduation from accredited four-year college or university with a major in Planning, Civil/Environmental Engineering, Hydrology, Economics, Geography, Public Policy or Public Administration, or related field.
·        Five years of professional technical experience in flood-related work including: flood mitigation planning; flood risk studies; flood modelling and mapping; or other closely-related technical planning work.
·        Three years of progressively responsible professional work experience managing projects/programs and supervising staff.
·        Direct professional experience with and involvement in public stakeholder processes.
·        Experience and graduate school education may be substituted for one another on a year-for-year basis.

Preferred Qualifications
·        Graduate degree from an accredited college or university with major course work in Planning, Civil/Environmental engineering, Hydrology, Economics, Environmental Science, Geography, Public Policy, or related field.
·        Licensed as a Professional Engineer by the State of Texas.
·        Certified as a Certified Floodplain Manager (CFM).
  • More than five years of professional technical experience in flood-related work.
·        More than three years of progressively responsible professional work experience managing projects/programs and staff.
  • Experience managing contracts and writing and producing technical reports.
  • Experience in public administration of programs including regulation/rule-writing and public stakeholder relations.

Knowledge, Skills, and Abilities (KSAs)
·        Knowledge of and close familiarity with flood issues and the principles related to flood risk mitigation and planning.
·        Knowledge of and close familiarity with flood modelling and mapping processes and GIS mapping in general.
·        Knowledge of local, state, and federal laws and regulations relevant to flood planning; and of the principles and practices of public administration and management.
·        Possesses necessary skills and comprehensive knowledge to perform the job.
·        Skills in using Microsoft Office programs such as Word, Excel, and Access.
·        Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
·        Ability to quickly become conversant in flood-related federal, state and local laws and agencies, as well as associated flood programs, flood funding programs, policies, and regulations.
·        Ability to recognize, understand, and act on key interrelationships between science, data, policy, flood insurance, economics, finance, land use, water supply, infrastructure, governance, and public processes as they relate to evaluating and addressing flood risks at the regional and state levels.
·        Ability to coordinate with, convene, and work with numerous stakeholders including other agencies and institutions and technical experts.
·        Ability to successfully develop, deploy, and oversee contracts.
·        Ability to make mature, objective decisions and identify and anticipate areas of potential problems.
·        Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
·        Ability to complete assigned work, on time, neatly and in order with infrequent errors.

·        Ability and willingness to travel 25% of the time, primarily within the State of Texas.
·        Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
·        Ability to work days that may exceed 8 hours, including early mornings, nights, and weekends.
