Senior Engineer

Working Title: Reliability and Asset Lifecycle Engineer

Pinellas County Government is currently seeking a Reliability and Asset Lifecycle Engineer to primarily identify and manage asset reliability risks that could adversely affect plant or business operations. This broad primary role can be divided into three smaller, more manageable roles: Loss Elimination, Risk Management and Life Cycle Asset Management.

This is managerial-level, professional engineering work in a wide variety of engineering projects. Emphasis of the work is planning and coordinating the reliability and maintainability of Utilities assets. An incumbent in this classification is a team leader responsible for planning, coordinating, and reviewing the work of professional and technical employees engaged in planning, construction, operations, maintenance, and projects and programs within the Utilities Department; contract administration and extensive coordination with consultants, contractors and other governmental entities. Work is highly complex and involves a wide range of public contact in coordinating delegated county engineering activities with both public and private organizations. The incumbent exercises a considerable degree of independent judgment, reporting to the Manager, and supports the operation of Utilities' Operations and Maintenance assets.

Position Specific Qualifications

  • Bachelor’s degree in civil engineering or other relevant engineering discipline and professional engineering certification from the State of Florida and 8 years of experience that directly relates to the design and construction of water, sewer and reclaim projects to include 3 years supervising professional engineering functions; or

  • Master’s degree in civil engineering or other relevant engineering discipline and professional engineering certification from the State of Florida and 6 years of experience that directly relates to design and construction of water, sewer and reclaim projects to include 3 years supervising professional engineering functions; or

  • PhD in civil engineering or other relevant engineering discipline and professional engineering certification from the State of Florida and 4 years of experience that directly relates to design and construction of water, sewer and reclaim projects to include 3 years supervising professional engineering functions; or

  • An equivalent combination of education, training, and/or experience.

Additional Requirements

  • Possession and maintenance of a valid Florida Driver's License at time of hire.

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

  • Understanding of drinking water and wastewater treatment plant processes, equipment criticality, and emergency preparedness.

  • Demonstrated experience with Systems-Thinking and other parameters that define operating condition, reliability and costs of assets.

Illustrative Tasks

  • Adheres to the Enterprise Asset Management Plan process.

  • Guides efforts to ensure reliability and maintainability of equipment, processes, utilities, facilities, controls, and safety/security systems.

  • Professionally and systematically monitors and refines the Enterprise Asset Management Plan that includes:
             -  Value-added preventive maintenance tasks

  • Effective utilization of predictive and other non-destructive testing methodologies designed to identify and isolate inherent reliability problems.

  • Provides input to a Risk Management Plan that will anticipate reliability-related, and non-reliability-related risks that could adversely impact operation.

  • Propose design or process modifications to improve reliability within cost and other performance requirements.

  • Advises and confers with engineers in design review meetings to give reliability findings and recommendations.

  • Drafts failure mode and effect analysis sheets or formulates mathematical models to identify units posing excessive failure risks and support proposed changes in design. Make recommendations for prevention.

  • Evaluate Capital Improvement Plans and operating projects holistically, considering effects of one project on reliability and functionality of upstream and downstream processes.

  • Develop and track reliability metrics, using such metrics to make recommendations to Plant Managers.

  • Lead and coordinate efforts to reach Operations certification goals, such as ISO certifications, Envision, Utility of the Future, and Reliability Centered Maintenance.

  • Provides technical support to production, maintenance management, and technical personnel.

  • Applies value analysis to decision making processes for repair/replace, repair/redesign, and make/buy decisions.

  • Works to ensure the reliability and maintainability of new and modified installations.

  • Support Maintenance and Operations departments with coordinated predictive and reliability centered maintenance efforts. Present data-driven equipment maintenance recommendations to the Maintenance and Operations teams.

  • Serve as plant contact point in discussions with craftsmen or inspectors certified to industry standards.

  • Supports maintenance staff in defining requirements, developing trade studies, performing analyses, and control associated with preventative, predictive, and reliability centered maintenance programs.

  • Plans and leads reliability and maintainability analysis, cost analysis, system maintenance studies, risk assessment and baseline comparative analysis to assess maintenance programs and life cycle.

  • Reports to the Manager and supports the operation of facilities, including evaluation and implementation of mechanical changes, asset effectiveness, asset reliability and turnaround activities.

  • Participates with the planning, coordination, review and updating and improving the SCADA and GIS computer systems.

  • Supervises professional and technical staff in the preparation and review of plans, cost estimates and specifications, and various permits applications.

  • Conducts and coordinates contract administration services for related consulting engineering or other professional contracts which includes preparing progress reports, attending meetings, tracking of consultant's progress, review of plans and specifications, review of pay requests, and coordination and review of construction activities.

  • Prepare training materials or arrange for selected trainers in conjunction with identified needs.

  • Performs other related work as assigned or required.

Knowledge, Skills, and Abilities

  • Knowledge of the principles and practices of engineering, related to one or more of the following engineering disciplines: Environmental, Structural, and/or Mechanical.

  • Knowledge of modern developments, current literature and trends in the field of asset management and engineering specialization.

  • Knowledge and experience with Six Sigma and 5S implementation.

  • Knowledge of design, permitting, and construction of public works and utility projects.

  • Knowledge of federal, state, and local regulations in relation to public works and utilities projects.

  • Knowledge of Asset Management Risk based assessments of water and sewer systems regarding vertical and horizontal assets.

  • Skill in the use of GIS computer systems.

  • Skill in the use of data analysis techniques that can include:
             -  Statistical process control

             -  Reliability modeling and prediction

             -  Fault tree analysis

             -  Root-cause and root-cause failure analysis

             -  Failure reporting, analysis and corrective action system

  • Skill in the practice of analyses of assets including:
             -  Asset utilization

            -  Overall equipment effectiveness

            -  Remaining useful life

  • Skill in the use of engineering instruments and equipment.

  • Ability to apply computer applications and software.

  • Ability to plan and direct the work of professional engineers, contractors, technicians and clerical personnel in a manner conducive to full performance and high morale.

  • Ability to give technical and professional review to a wide variety and large volume of engineering plans, specifications and related documents.

  • Ability to address civic, public or private organizations relative to engineering programs and projects.

  • Ability to enforce departmental policies.

  • Ability to present clear and concise reports, orally and in writing.
