The Water Quality Division at our State Office in Boise is hiring for a Source Water Coordinator. This position provides policy and regulatory advice to DEQ regions, programs, and divisions as well as other government agencies and contractors.  The Source Water Coordinator organizes and conducts training sessions, coordinates the statewide Source Water Protection Collaborative, and represents DEQ on national source water committees as well as making independent decisions regarding the certification of source water protection plans.  

Example of Duties:

  • Work with Ground Water Bureau Chief to develop and negotiate the annual work plan with EPA
  • Perform program reviews and develop reports to meet the work plan
  • Coordinate with regional managers and Ground Water Bureau Chief to develop and track performance objectives
  • Plan and manage source water budget in coordination with the Ground Water Bureau Chief
  • Develop and update outreach materials for solicitation of annual source water grants as monies are available
  • Review and screen grant applications for meeting grant criteria
  • Organize training event activities including developing agenda, coordinating presenters, securing venues as needed, marketing to trainees, and reviewing feedback from events
  • Oversee Technical Services work orders for source water assessment modeling and GIS work
  • Develop, maintain, and enhance source water assessment and protection databases and corresponding applications
  • Facilitate the Idaho Source Water Collaborative and oversee the website to build partnerships with external stakeholder groups
  • Review and certify community source water protection plans using existing criteria

Minimum Qualifications:

Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college. AND At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public. OR Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public.
 
Specialty Minimum Qualifications (required for this position):

  • DEQ 3123 Interagency Coordination - Requires at least two (2) years of experience leading committees or work groups involving federal, state, or local government representatives to collaboratively plan and implement statewide activities; or three (3) years of experience successfully implementing interagency collaborative projects involving the collection and management of water quality data.
  • DEQ 3134 Ground Water - Education and experience in the areas of aquifer assessment, aquifer protection, ground water or surface and drinking water pollution; such as designing, reviewing or implementing any of the following: water contamination investigations, ground water remediation projects, TMDL evaluations, ground water and surface or drinking water monitoring projects. Typically met by possession of a Bachelor's degree with coursework in either geology, hydrogeology, geophysics, environmental science, geochemistry, environmental health, environmental or civil engineering, soil science, or in a closely related field AND approximately three (3) years of full-time work experience in the areas of aquifer assessment, aquifer protection, ground water or surface and drinking water pollution; such as designing, reviewing or implementing any of the following: water contamination investigations, ground water remediation projects, TMDL evaluations, ground water and surface or drinking water monitoring projects. OR Possession of a Master's degree in any of the previously listed fields AND approximately two (2) years of full-time work experience performing the previous examples of work.
  • DEQ 5211A Project Management - At least one year of project management experience involving project planning and administration, including relevant research, documentation, timelines, reports and implementation.

Supplemental Information:

Desirable Qualifications: 

  • Some experience developing and managing budgets
  • Knowledge of wellhead protection or source water protection

Physical requirements:

  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes
  • Some periods of heavy reading and typing required
  • Ability to lift 30 pounds when working with file boxes
  • Some travel may be required
  • Must have a valid driver's license
