Project Engineers – I-405/SR167 Megaprogram (WMS 3)

The Opportunity:
Washington State Department of Transportation (WSDOT) is seeking 3 experienced engineering professionals with exceptional leadership skills to serve as Project Engineers in one of the Project Offices on the I-405/SR 167 Megaprogram (offices in Renton or Bellevue). The I-405/SR 167 corridor is a multimodal transportation network that extends 40+ miles within three counties in the Puget Sound region. By joining this team, you would benefit from being part of a fully co-located, blended team with strong career growth opportunities as the I-405/SR 167 Megaprogram and its partners work to deliver $2.5 billion in funded projects on I-405/SR 167 corridor.
 
The Project Engineer (PE) directs and oversees the day-to-day management of professional and technical engineers, including consultants, to accomplish the goals and objectives of assignments in accordance with established policies and procedures. The PE will administer both Design-Build and Design-Bid-Build contracts for the I-405/SR 167 Megaprogram. The PE is also responsible for managing the delivery of projects from design through construction administration and project closeout (cradle to grave). This position will also provide day-to-day support.

This position will perform the following work:
 
  • Certify that all WSDOT standards and policies were followed in development of engineering design, with a Washington state professional engineering stamp.
  • Strategically plan the budget, schedule, and workforce necessary to deliver projects. Manage an office of professional and technical engineers, including WSDOT staff, summer interns, temporary employees, and engineering consultants.
  • Ensure that all assigned projects are managed in accordance with WSDOT policy and procedures to meet the desired scope, schedule, budget, and documentation for the project. 
  • Ensure the projects are delivered in an environmentally responsible manner consistent with applicable laws.
  • Report on the status of assigned projects to WSDOT Megaprogram and Statewide Executive management to support and improve the accountability of the WSDOT.
  • Coordinate input and resolve conflicts with internal organizations, personnel, outside agencies, consultants, and the public.
  • Responsible for creating success by working in partnership with citizens, media, elected officials, contractors and outside agencies to plan, build, maintain, and operate a safe and efficient transportation system.
  • Provide strategic leadership, coaching, and development to subordinates.
  • Investigate and help resolve contractual disputes and claims and make the right decision for assigned construction project.
  • Collaborate and build effective working relationships both internally and externally.
  • Work closely with the Engineering Manager and Communications to develop and implement community engagement.
  • Foster safe working environments by ensuring employees are trained, use proper PPE, and follow safety protocols.
  • Apply policies and standards to highway design projects ensuring projects are constructible in accordance with design requirements.
  • Initiates personnel and staffing actions necessary to carry out program delivery.
  • Provide staff guidance that promotes training and development for professional growth and upward mobility, employee safety, workforce diversity, and pride in ownership.
  • Establish and communicate workforce development plans and set objectives and goals that support overall program strategies.
  • Partner with outside agencies/consultants/public entities and internal departments regarding what provisions will be addressed and executing the resulting requirements in construction contracts.
  • Provide direction and make timely, effective decisions to deliver assigned design and construction projects successfully.
  • Perform other duties assigned.
 
A successful candidate for this position shall meet the following:
  • Washington Professional Engineer (PE) License in Civil Engineering or another state in the US is required. (License holders from other states will be expected to obtain a WA state PE license within 6 months of employment).
  • Experience applying engineering principles in solving complex transportation problems.
  • Experience developing partnerships, leading teams, negotiating difficult issues and finding appropriate compromise.
  • Strong communication skills.
  • Valid Driver's license.
 
Desirable qualifications:
  • Bachelor Degree in Civil Engineering or related field.
  • At least four (4) years of experience delivering design and construction projects.
  • Knowledge of FHWA processes and requirements related to delivering federally funded projects and making sure WSDOT meets their federal stewardship obligations
  • Knowledge and experience in negotiating and settling change orders and potential claims.
  • Knowledge and experience in coaching, mentoring, and managing employees.
  • Knowledge and experience with FHWA, federal and state laws and statutory requirements relating to transportation project development and knowledge of State and local environmental regulations and permitting process.
  • Design-build experience in design/RFP development and/or construction contract administration
