Program/Project Coordinator

SALARY:              $53,534.00 - $85,441.62 Annually

REQUIREMENTS AND PREFERENCES:

The Broward County Board of County Commissioners Transportation Department is seeking qualified candidates for the position of Program/Project Coordinator:

General Description
The purpose of this class within the organization is to administer large-scale, Information Technology (IT) programs and/or projects within the Transportation Department that have County-wide impact. This class works independently, under limited supervision, reporting major activities through periodic meetings.

The IT Program/Project Coordinator, Senior advises and assists the IT team within the Transportation Department and its division directors on all administrative and technical matters related to the execution of IT programs/projects in alignment with Federal Transit Administration's (FTA) grants execution agenda including:

• Administering small, mid-size and large-scale IT programs/projects that have both Department and County-wide impact. The incumbent will formulate policy and articulate procedures for acquisitions and bid proposals that will align the Department's current methods of procuring goods and services into a cohesive practice. This alignment requires coordination between the Transportation Department IT group, the Agency and Central Purchasing in: requirements gathering, authorizing contract awards, purchase approvals, contract amendment reviews, preparation and issuing professional service agreement work directives and negotiating and maintaining rate agreements.

• Implement the Transportation Department's IT group procurements

• Ensure the adherence of County policies and procedures for procurements and bid proposals and ensure they align with the Department's current methods of procuring goods and services. Oversee the coordination of activities between the Transportation IT group, the Transportation Department and Central Purchasing.

• In the Transportation Department IT section, be responsible for authorizing contract awards, purchase approvals, contract amendment reviews, preparation and issuing professional service agreement work directives and negotiating and maintaining IT agreements for the Transportation Department.

• For the Transportation Department IT section, serve as liaison to Central Purchasing and the Transportation Purchasing, Grants and Finance sections to ensure open communication, accuracy of submission data, and that requests for additional information are compiled and managed promptly.

• Project planning and management from inception to implementation, including requirements gathering, development of project charters--including obtaining consensus and approval from various stakeholders and process owners--stakeholder coordination/communication, risk assessment/management, budgeting, procurement, scheduling, documentation of processes, etc.

• Establishes priorities, sets deadlines, and provides leadership in the managing projects through coordination with technical staff, user agencies, and vendors. Plans and implements regular status meetings

• Reviewing protests on bid awards, collaborating with Central Purchasing, County Attorneys and other external agencies, making recommendations, expediting negotiations and bringing resolution to sensitive and controversial issues.

• Documents all meetings via meeting minutes, maintains project schedules, task lists, risk and issues and follows up on all actions and activities as necessary

• Analyzing and evaluating the Transportation Department's IT group requirements for goods and services. Responsibilities include supporting programs from inception through requirements gathering, obtaining stakeholder approval, determination of scope, developing project milestones, ensuring submission package integrity, project implementation and close-out.

• Participates in the continuous improvement of the Transportation Department's procurement processes by monitoring, tracking and reviewing budgets, providing periodic reporting, assessing progress time-lines and managing grant related audits.

Minimum Education and Experience Requirements:

Requires a Bachelor's degree from an accredited college or university with major coursework in Information Technology, Management Information Systems, Business or Public Administration or closely related field.

Requires two (2) years of experience in a staff or administrative capacity managing Information Technology projects, programs or operations appropriate to the area of assignment or closely related experience. Or any equivalent combination of relevant experience and training.

Or any equivalent combination of relevant experience and training.

Special Certifications and Licenses Required:
Must possess and maintain a valid Florida Class E driver's license based on area of assignment.

Preferences:
• Master's Degree in Information Technology, Finance, Business, Public Administration, Auditing or field of study closely related to area of assignment
• Purchase/Procurement, Vendor Relations, Negotiation
• Certified Professional Public Officer (CPPO)
• Certified Project Manager Professional (PMI)
• Certified Professional Public Buyer (CPPB)
• 2 or more years experience working in government or the public domain
• 1 or more years experience in government procurements
• 1 or more years experience in ERP/PeopleSoft software
• 2 or more years experience in accounting, finance and/or billing
• BCT Transportation Leadership Program (TLP) Graduate
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Coordinates and manages all aspects of a large program or project within an agency

Plans, develops, authorizes, implements, supervises and evaluates programs/projects, activities and services; facilitates inclusion, prepares reports, and analyzes and interprets data.

Develops policies, procedures and guidelines related to programs/projects and services.

Promotes and assesses division programs and services; cooperatively plans and implements programs and community-wide special events.

Implements funding opportunities, including advertising and marketing, and researches potential grant opportunities; develops grant proposals to secure funding from federal, state, local, and/or private sources; oversees the coordination, preparation, and submission of grants to ensure compliance with established Broward County policies and procedures; manages and tracks grant budgets.

Develops personnel cap based on recommended budget for approval by the Board; implements all position additions, deletions, changes, reorganizations and transfers approved in the adopted budget.

Reviews position changes and transfers requested by other County agencies prior to implementing change to ensure compliance with adopted personnel cap; incorporates changes to the cap approved by the Board throughout the year.

May perform quality control checks on operating and budget documents to ensure accuracy, creates and modifies PowerPoint presentations for agency communication, creates core budget development support documents.

Monitors and supervises maintenance of project records and documentation.

Acts as administrative liaison among various County operational and administrative functions related to assigned programs and projects.

Conducts special studies in conjunction with a project, analyzes data, and makes recommendations based upon studies.

Creates and maintains performance/production reports (spreadsheets). This includes monthly productivity reports which provide monthly statistics for transactions processed and revenue generated.

Communicates key procedural changes to staff and management.

Performs related work as assigned.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Involves routine and frequent exposure to traffic; moving machinery.
