Division Information
The primary purpose of the Division of Waste Management is to protect the public health and environment through assuring that solid and hazardous wastes and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina. This is accomplished through the Hazardous Waste, Solid Waste, Superfund and Underground Storage Tank Sections, and the Brownfields programs.
Description of Work
This position is physically located at 217 West Jones St. Raleigh NC 27603.
This position in the Pre-Regulatory Landfill (PRLF) Unit within the Inactive Hazardous Site Branch, Superfund Section addresses contamination at pre-1983 landfills. The Environmental Engineer II will be responsible for performing the work of project manager, contract management and directing the technical work associated with the assessment and mitigation of contamination at these PRLF sites. The Environmental Engineer II will make assessment and cleanup decisions, review, interpret, evaluate data and reports, track work and costs. Activities also include coordinating public participation to facilitate site cleanup and abate health risks. The work will require some travel to project locations within the state.
KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

Qualified applicants must possess an application that clearly reflects work experience that demonstrates the following:
- Demonstrated working understanding of engineering concepts, practices, and theories used in remedial investigations and cleanup of contaminated media at hazardous waste sites. The Environmental Engineer II must have general knowledge of various remediation technologies to oversee remedial activities. The Environmental Engineer must work independently and have a working understanding of the organization and business objectives of the Federal Remediation Branch and the Superfund Section.
- Ability to evaluate and approve program/project specifications of moderate complexity for completeness and accuracy with engineering principals and compliance with regulatory requirements and design needs. The Environmental Engineer II must manage program/project changes or other issues for consideration.
- Ability to make decisions on non-routine geologic and/or program matters and must frequently make final decisions. The Environmental Engineer II must provide technical analysis in finding solutions to moderately complex work situations.
- Excellent communication skills to express moderately complex engineering/regulatory concepts and related facts in a clear, concise and organized manner. The Environmental Engineer II must modify delivery, language, or content to account for the characteristics and needs of the audience.
- Thorough knowledge of developing moderately complex engineering projects and specifications. The Environmental Engineer II may approve design changes. The Environmental Engineer II must monitor and ensure projects meet specifications and design standards.
- Provides program/project leadership in planning and organizing the work of others and works collaboratively to manage issues. The Environmental Engineer II may serve as a team leader. The Environmental Engineer builds client support of work group objectives.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Qualification
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
