Position Summary
Under the supervision of the City Engineer/Director of Public Works, the Engineer II performs administrative and professional engineering duties in directing the activities associated with the Engineering Division. The employee in this position is responsible for assisting the director in all aspects of engineering, including but not limited to drainage and traffic plan review and development, updating of construction and design standards and specifications, surveying, storm water NPDES permit work and management, bridge inventory management, plat reviews, etc. 
Duties Performed
Essential Functions:
  • Develops plans, designs and specifications for city public works projects;
  • Supervises contract administration and construction inspection of city public works subdivision projects;
  • Assist with supervision of engineering technicians and inspectors;
  • Prepares cost estimates of proposed public works projects;
  • Supervises surveying crew and assists with survey work when necessary;
  • Reviews drainage plans associated with plats, new construction (public and private building permit work), post-construction BMP's, etc. and provide comment to engineers, builders and owners;
  • Assist with and understand the city's FEMA Regulated Floodplain Program;
  • Responsible for preparation/submission of and compliance with the city storm water NPDES permits and annual reports on behalf of the department director;
  • Perform, and supervise performance of, inspections associated with the city's storm water NPDES permit;
  • Assist with plat reviews;
  • Assist with traffic engineering duties and have a working knowledge of the MUTCD;
  • Conducts traffic studies and counts;
  • Interact with the public explaining various engineering projects and perform public speaking engagements and run a meeting when necessary;
  • Write legal descriptions for easements and review such documentation for accuracy;
  • Use of computer aided drafting programs and city GIS programs;
  • Have full working knowledge of and ability to inspect and perform all construction engineering testing for water, sewer, and paving projects;
  • Will fill in and/or serve as the City Planner on occasion;
  • Ability to communicate well with staff, other departments, regulatory agencies, consultants and the general public;
  • Management of Bridge Inventory;
  • Assist with management and updating of design and construction standards for civil infrastructure;
  • Assist with annual reporting for departmental functions, assist with preparation of street maintenance annual overlay program plans, specifications, pavement analysis, and future planning. 
Marginal Functions:
  • Assists with department budgeting
  • Other related duties as deemed necessary or as required.
Qualifications
Experience: At least 5 years experience as a professional engineer in a technical and administrative capacity similar to or of a municipal public works nature. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well after one year in the position. Possession of a valid driver's license; Registered Professional Engineer in the State of Kansas.
Education: College degree in Civil Engineering. Must have a valid driver's license with a good driving history.
Knowledge, Skills and Abilities
Skills:  Thorough knowledge of principles and practices of civil engineering. Thorough knowledge of federal, state and city codes, laws, rules and regulations relative to municipal public works. Ability to prepare clear and concise reports. Ability to operate survey equipment. Must have the ability to write staff memo's relating to engineering projects and technical data for consumption by internal staff and external agencies, including the public.
Problem Solving: Frequent problem solving exists in this position. Problems include design and planning of municipal public works projects, working with contractors and property owners during construction of public works projects.
Decision Making: Frequent decision making in determining technical decisions and engineering problems and construction computations, estimates, designs, plans and specifications.
Accountability: Employee is responsible for assuring compliance with plans, specifications and codes and does participate in the annual department budget process.
Personal Relations: Frequent contact with other city employees, contractors, engineers, other government agencies, and the public.
Supervision: Employee in this position has supervisory responsibility over subordinate technical and semi-skilled personnel.
Working Conditions:   Adverse conditions may exist during on site review of public works projects.
Physical Requirements: The Engineer II's physical job demands include occasional maximum lift of 50 lbs from floor to waist; occasional maximum lift of 25 lbs from waist to shoulder; occasional maximum carry 30 lbs 100 feet; occasional maximum vertical pull force of 90 lbs; occasional maximum horizontal push/pull force of 30 lbs; frequent maximum grip force 25 lbs; frequent climb; frequent forward reach; occasional overhead reach; frequent bend; occasional crouch/kneel; frequent balance; frequent sit; frequent stand and frequent walk.
