SALARY: $27.67 - $44.16 Hourly

REQUIREMENTS AND PREFERENCES:

The Broward County Board of County Commissioners is seeking qualified candidates for Staff Engineer for the Environmental Engineer & Permitting Division.

  • This position reviews and processes Surface Water Management license and the Environmental Resource permit application packages for new projects and modifications to existing sites, which include engineering construction plans, surveys, geo-technical reports, calculations (required/provided water quality, runoff, stage/storage, and discharge computations), surface water modeling reports, and legal documentation against County and State codes, rules, and regulations. May review plans for compliance with County and Florida Department of Transportation (FDOT) standards and specifications.
  • Reviews and processes Domestic Wastewater license and permit application packages for new projects and modifications to existing projects, as well as license application packages for operation of wastewater treatment plants. Application packages may include engineering construction plans, surveys, geo-technical reports, wastewater calculations (wastewater flows, facility sizing, capacity improvement, flotation, pump cycle time, head loss, and cavitation), and legal documentation for compliance with County and State codes, rules, regulations, and the Specific Operating Agreement with the Florida Department of Environmental Protection (FDEP) for Delegation of Domestic Wastewater Program Authority.
  • Prepares technical review comments and requests additional information from engineers and property owners for revisions to calculations and plans; prepares technical reports with project specific information, license conditions, engineering data, and calculation summaries. Communicates with FDEP staff, consultants, project owners, attorneys, and the general public for the purpose of reviewing construction plans and specifications and the issuance of licenses/permits. Upon determination that the information is accurate, enters into the County's database and construction permits are thereafter issued.
  • Reviews and processes engineering construction certifications and surveyed plans for compliance with County and State codes; performs site inspections for construction compliance and identify deficiencies in inspection reports; processes five-year renewals of surface water management licenses; performs research to respond to queries and complaints; issues appropriate warnings, notices of violation, and/or other enforcement actions, as warranted, against respondents with non-compliance issues and/or violations cited; participates in hearings concerning violations of federal, state and local laws; and maintains enforcement case files.
  • Assists in the completion of monthly Wastewater Treatment Facility flow tables for distribution to stakeholders. Reviews and processes emergency notifications for spills and abnormal events at wastewater treatment plants, domestic wastewater transmission lines, ocean outfalls, and reclaimed water conveyance systems.
  • Maintains POSSE database as necessary. Attends coordination meetings with FDEP. Assists with implementation of ePermitting improvements. Assists with update of internal ArcGIS sewer map. Coordinates with other team members processing and approving Planning and Environmental Reviews. Coordinates with other team members for plat, easement, and similar county record reviews. Assists in writing, amending, and updating County environmental rules and regulations. Completes additional projects and/or respond to other Divisional needs as assigned.
  • Stay abreast of current surface water management and wastewater treatment technology and EPA, State and local regulations.
  • Performs related work as assigned.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in an engineering field related to the area of assignment.

Special Certifications and Licenses

Engineer-in-Training (EIT) certification may be required based on area of assignment.

Preferences

  • Bachelor's degree in civil or environmental engineering.
  • Master's degree in civil engineering or related field.
  • Engineer-in-Training (EIT) certification.
  • Professional Engineer (PE) license in the State of Florida.
  • OSHA Certification.
  • Erosion and Sedimentation Control Inspector Certification.
  • One year experience in design, construction, and operation of surface water management facilities.
  • One year experience in design, construction, and operation of wastewater facilities.
  • One year experience in surface water modeling (ICPR, Cascade, SWMM, RC4).
  • One year experience in wastewater modeling (SewerCAD).
  • One year experience in POSSE.
  • One year experience in State database system (WafrPA).
  • Project Management Professional (PMP).

DUTIES AND RESPONSIBILITIES:

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

  • Provides engineering support in the design and review of a wide variety of engineering projects.
  • Collects and processes engineering related data; prepares project scope of work, schedule, and design; performs geographical information system (GIS) analysis, produces maps, and maintains geodatabases.
  • Reviews application packages for new projects and modifications to existing sites, which include engineering construction plans, calculations, surveys, geo-technical reports, and legal documentation against County and State codes.
  • Prepares technical review comments and requests additional information from engineers and property owners for revisions to calculations and plans; prepares technical reports with project specific information, license conditions, engineering data, and calculation summaries.
  • Reviews engineering construction certifications and surveyed plans for compliance with County and State codes; performs site inspections for construction compliance and identify deficiencies in inspection reports.
  • Communicates with developers, attorneys, engineers, banks, and the general public for the purpose of reviewing construction plans and specifications and the issuance of permits; performs research to respond to queries and complaints.
  • Reviews permit applications and contractor licenses for accuracy and validity; upon determination that the information is accurate, enters into the County's database and construction permits are thereafter issued.
  • May review plans for compliance with County and Florida Department Of Transportation (FDOT) standards and specifications.
  • Performs related work as assigned.
