Title: BLM Oil & Gas Records Individual Placement
Start/End Date: June 8th, 2020 - November 13, 2020
Stipend:  $600/week (+Education Award) 
Term:  23 weeks 
Reports To:  Bureau of Land Management - Royal Gorge Field Office
Location:  Canon City, CO 81212
Status:  900-hour AmeriCorps Service Term

It is the mission of the Southwest Conservation Corps to empower individuals to positively impact their lives, their communities and the environment. 
Program Overview: 
The Bureau of Land Management (BLM), Royal Gorge Field Office (RGFO), administers more than 668,000 surface acres of public land along the Front Range of Colorado and 6.8 million subsurface acres. Since the field office spans such a large area, it covers a variety of terrain and is involved in a multitude of initiatives and programs.
This position is located in Canon City, Colorado, where the BLM RGFO Fluid Minerals program provides an intergral service overseeing federal oil and gas activities for the Front Range. As an Oil & Gas Records Intern, the individual will work with Land Law Examiners and the Legal Instruments Examiner to research existing federal records and determine accuracy of legal land descriptions, coding and status and will help resolve issues to bring the records in compliance with standards.
This position will provide experience related to reading and interpreting legal land descriptions in accordance with the "United States Department of the Interior, Bureau of Land Management, Cadastral Survey: Specifications for Descriptions of Land; For Use in Land Orders, Executive Orders, Proclamations, Federal Register Documents, and Land Description Databases" guidance book. Additional experience will be gained through research and review of existing records to verify accuracy of data utilizing physical files as well as federal and state databases.
Duties will include client contact, assisting in records management, scanning documents, organizing well and agreement files, and data verification and entry. The applicant must be detail-oriented, have good verbal and written communication skills, and have the ability to accurately maintain records and write reports detailing progress. Reviewing closed files against other records to prepare for shipment to the National Archives and Records Administration (NARA) in accordance with federal records regulations.
The intern should have a good understanding of business practices, math and general science. The intern will be assigned projects with general instructions and must be self-motivated to independently perform recurring work. Microsoft Office skills (Word and Excel) are helpful.
Essential functions and responsibilities include:
  • Oil & Gas Records Review/Clean-up: 
  • Review well file/records in preparation of shipping to National Archives and Records Administration (NARA)
  • Ensure appropriate documentation exists to transfer file out of RGFO. Confirm well status using reports provided by supervisor
  • Purge file of duplicates and other non-pertinent information per guidance provided by supervisor
  • Trainings provided:
  • Supervisor will provide intern with overview of the federal fluid minerals program and the importance of records to the mission. Hands-on training will be provided to explain the expectation of this duty.
  • Filing/Copying:
  • Provide support to the oil and gas fluid mineral staff by ensuring records are up-to-date. Assignments will be provided by the supervisor with instruction
  • Sundry notices submitted by operators can relate to one well file or numerous well files which requires copying and determining appropriate well file(s) involved
  • Provides assistance as needed in accordance with needs of program
  • Trainings provided:
  • Supervisor will provide instruction and be available to assist with questions.
  • Utilizing AFMSS (federal) and COGCC (state) databases:
  • Review and cross-reference well file against AFMSS and COGCC to determine well status and verify accuracy of federal data
  • Bring any discrepancies to supervisors attention
  • Resolve issues to ensure files are accurate in accordance with the mission of the program
  • Trainings provided: 
  • Computer access requires completion of several federal online classes. Supervisor will assist with overview of expectations.
General Qualifications: 
  • High School Diploma
  • Basic understanding of business practices
  • Problem solving through review/comparison of a variety of documents or records
The successful applicant must be  self-motivated and able to work independently with limited supervision after the initial training period. The applicant must be able to maneuver and operate in a mixture of office and field work. This can include long periods of standing or walking on rough, uneven ground, bending, crouching, and stooping. Prior to starting this position a government security background clearance will be required.
