Test Engineer - Mid Level

Education: An Engineering Degree, scientific or technical field directly related to the tasks to be performed or equivalent years of experience and / or vocational / military certifications.
Months/Years of Experience: Between seven (7) and twelve (12) years of experience is required, depending on duties and requirements of the position. One (1) year of expertise must be in Technical Management. Alternatively, people in this category may have a combination of vocational and / or military certifications in a science, engineering or technical field and thirteen (13) years of experience.
Duties: The Test Engineer shall have a working understanding of the acquisition process and of the system(s) being acquired to establish test objectives necessary to ensure a thorough, meaningful test program meeting program office objectives. The Test Manager shall have a working background and understanding of test and evaluation in the design, planning, execution, and analysis phases of test programs to assess the performance of U.S. weapon systems, subsystems, and equipment, as they progress through acquisition milestones.
*Apply test and evaluation knowledge and experience to support systems and subsystems development, procurement and sustainment activities throughout their life cycles. This includes pre/post award project test and evaluation tasks. 
*Support the weapon system acquisition process and of the entire systems(s) being acquired to establish test objectives necessary to ensure a thorough, meaningful test program.
*Prepare, maintain, update and review the full range of test and test related documentation for adequacy, specification/performance requirement compliance, conformity with mandatory guidance and provide recommendations for improvement.
*Evaluate Engineering Change Proposals (ECPs) and incorporate necessary test activities as required.
*Perform tradeoff studies and recommend alternative test strategies and approaches to the government.
*Participate in integrated test teams, test readiness reviews and other test related program events as necessary and assist in the determination of capability and availability of major DoD and civilian test resources and facilities.
*Plan, participate and report on Test Events at various test ranges.
*Coordination for the development, update, and delivery of test procedures.
*Track system test incident reports (TIRs) / test anomalies / failures utilizing issue tracking tools.
*Coordination of weapon system test support among a diverse group of technical teams, agencies and stakeholders.
*Develop, maintain, and provide testing metrics.
*Archive program and technical documentation.
*Provide traceability from test plans to top level requirements, system requirements specifications, software and system requirements documents, SOW/performance related specifications, hardware requirements documents and interface requirement documents; and verify that traceability exists between the test results and the test plans.
*Develop and maintain program plans.
Required Qualifications: U.S. Citizenship. Must have or be able to obtain a security clearance. Engineering / Scientific/Technical degree or equivalent military / vocational certifications with experience in testing / test management of aviation and missile systems/components / subsystems and associated hardware / systems. Extensive experience using Microsoft Office products including Word, Excel, Project. Excellent communication skills, both written and verbal. Problem solving and analytical skills.
Desired Qualifications: Project Office experience with a general understanding of how aviation and / or missile test / engineering processes relate to the program / acquisition process. Understanding of the systems engineering process as it relates to aviation and / or missile programs to review requirements allocation and traceability. Must have a good working knowledge of test set up, test planning, conduct of test and test reports. Individual should be proactive and independent in the engineering and testing process, yet willing and capable to work as a team member as part of the larger organization. Army weapon system/project office experience - technical/testing and/or project management experience a plus. 
Comments: Travel to selected CONUS and OCONUS locations is possible. Travel is estimated to be 20% of the time.
