Air Permitting Engineer (Associate)


The Idaho Department of Environmental Quality (DEQ) is hiring 2 air permitting engineers for our State Office. The engineer provides technical and regulatory support for drafting and processing air quality permits, compliance and enforcement technical support, regulatory tracking and policy support, and air quality division integration.

This position is established at the Staff Engineer level and may be under filled at the Associate level or Engineer-in-Training. Upon successful completion of a training plan and when minimum qualifications for the Staff Engineer level are met, the incumbent will be reclassified to a Staff Engineer and compensated accordingly.

The Engineer-in-Training and Associate Engineer classifications are used for recruitment and training purposes for the Staff Engineer position. Through various types of on-the-job training, employees hired at the trainee level will learn to carry out the duties of a Staff Engineer. Upon completion of training, including possession of a Professional Engineering license, the employee will be promoted to the Staff Engineer level.

Example of Duties:

  • Review air quality permit applications to determine compliance with air quality rules and regulations to issue air quality permits.
  • Draft air quality permits to construct, Tier I operating permits, and Tier II operating permits.
  • Provide technical and regulatory assistance to the regulated community regarding air quality permit application requirements.
  • Coordinate draft permit reviews with regional offices. 
  • Participate in the public comment process by providing technical and regulatory project details at informational meetings when requested and write responses to public comments when submitted.
  • Visit industrial facilities and provide technical and regulatory assistance on air quality permit requirements, such as monitoring and record­keeping methods to aid in complying with regulatory requirements.
  • Provide technical and regulatory support for the Air Division on special projects with air emissions sources.
  • Provide technical peer review and mentor less experienced engineers.
  • Provide updates as necessary to the permit coordinator for all assigned projects; ensure that permit issuance deadlines are met.
  • Respond to public records requests.
  • Provides technical and regulatory support to the compliance and enforcement program in support of compliance determinations for regulated facilities. 
  • Track changes in federal permitting and compliance requirements, interpretations, and guidance.
  • Review state and federal rules, provide updated regulatory information, and propose rule changes to the program manager.
  • Provide technical support for drafting rules and technical backup documents for the rulemaking process. Implement established program policies.
  • Draft policies, guidance procedures, and technical documents for the permit program. 
  • Work with regional offices, technical services, and other Air Quality Division programs to provide technical and regulatory support to review source test reports and develop new rules, guidance, and policies that will meet the goals of the air program and support airshed management. 

Minimum Qualifications:

Candidates must have one of the following:

Certification by the Idaho Board of Professional Engineers as an Engineer-in-Training OR certification from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET): AND A Valid driver's license; AND Two years of E.I.T. experience: reading and interpreting engineering plans, specifications, and standards on projects; interpreting and applying federal, state, and local laws, when applying standard engineering principles and practices; coordinating field work and inspecting projects or facilities for compliance with standards.

AND

Valid driver's license.

Experience: analyzing, interpreting and applying federal, state and local laws when applying professional engineering principles and practices; writing technical engineering reports; evaluating, selecting and adapting standard engineering plans, specifications and standards in completing projects; coordinating field work and inspecting projects or facilities for compliance with standards.
 
Specialty Minimum Qualifications (required for this position):

  • DEQ 3110 Air Permitting: Describe how a college degree has been obtained in engineering, physics, chemistry, environmental science or a closely related field; AND at least one (1) year of full-time work experience with: a governmental regulatory agency developing air quality permits for industrial sources; OR, a consulting firm or contractor with primary responsibility for preparing air quality permit applications; OR, ensuring compliance with air quality permit conditions at an industrial source.

Physical requirements:
  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes
  • Some periods of heavy reading and typing required
  • Ability to lift 30 pounds when working with file boxes
  • Some travel may be required
  • Must have a valid driver's license
  • Ability to climb ladders, staircases, work on uneven terrain
  • Occasional travel required
  • May be required to travel and stay overnight in remote areas
  • May come into contact with hazardous waste/materials
