The role: 
We are recruiting for a specifications engineer to join our Project Controls Office in Salem! In this role, you will ensure that construction specifications comply with agency, state, federal, and Department of Justice (DOJ) standards, policies and requirements. Apply today!
 
The goal of this recruitment is to fill this position at a professional engineer 1 level. However, we encourage candidates who meet the minimum qualifications for an associate in engineering 2 ($4,495.00 - $6,909.00 monthly) to apply, as we may consider under-filling the position until the selected candidate acquires a professional engineer's license. Under-filling will not exceed six months.

A day in the life:
  • Prepare and maintain the Oregon standard specifications for construction, related boilerplate special provisions, and bid item list.
  • Review specification documents prepared by technical resources, ODOT staff, and local agency and consultant staff.
  • Meet with document submitters to develop resolutions.
  • Recommend acceptance, provide advice and recommend revisions to specification documents.
  • Interpret and apply state, federal and Department of Justice (DOJ) policies, standards and requirements.
  • Provide technical advice and recommendations related to specification-related issues.
  • Research and develop specification documents that apply to transportation construction projects.
  • Assist in managing and maintaining the agency specification and writing style guide.
  • Assist in developing and delivering instruction and training on specification writing.
  • Represent the Project Controls Office’s Specifications Unit and participate on committees related to specification document development.
  • Work is performed in a typical office environment with daily use of a computer.
  • Occasional travel required to construction sites, consultant offices, local municipal offices and seminar presentations and training.

What we need:
A valid professional engineer's (PE) license in civil, structural or transportation-related engineering.
Note: If registered in another state, successful applicants will be required to obtain professional registration in the state of Oregon within six months of hire.
 
What we need for the associate in engineering 2 under-fill option:
Completion of and passing score on the Fundamentals of Engineering (FE) exam and one year of experience applying professional engineering theory, principles and methods.
Note: To be eligible for the associate in engineering 2 under-fill option, a candidate must have passed the professional engineer (PE) exam at time of application and the candidate must have their valid professional engineer's license (the ability to stamp) within six months of hire. As the PE exam is offered twice a year, in most cases, this will mean applicants must have already met all PE licensing requirements (e.g. completed required education and training, passed the FE and PE exams, etc.) and submitted their complete PE license application to the PE licensing body.

Driving is an essential function of this position. You must possess and maintain a valid driver license and acceptable driving record. Your license does not have to be issued in Oregon to be considered.

Note: You do not need to have all of these qualities to be eligible for this position. 
  • Experience reviewing detailed contract specifications for compliance with state, federal and legal directives.
  • Experience writing contract specifications.
  • Experience, training and knowledge of civil engineering and transportation project development and construction practices with an emphasis on developing specifications for construction.
  • Experience reading and understanding transportation project plans, specifications and estimates.
  • We will give preference to applicants who demonstrate a minimum of three years prior experience in transportation-related disciplines such as construction project management, specification preparation, construction project inspection, engineering design and project estimating.
