OSP Engineering Project Design

ATMC is seeking an OSP Project Engineer – Design that will be responsible for engineering design and planning assistance for expansion, redesign, or reinforcement of all outside plant facilities on a project level basis for ATMC’s telecommunications infrastructure. Preparation of work plans and detailed drawings for engineering, commercial, large developments, NCDOT rearrangement, fiber-to-the-home (FTTH), CATV system upgrade, fiber splice, data, and wireless backhaul, and reinforcement projects. ATMC’s ideal candidate can utilize working knowledge of fiber, coaxial, and copper communication systems outside plant network design, and uses computer-aided design (CAD), geographical information system (GIS) mapping, and database systems. Windows Office, LodeData CATV software, and project packages and/or estimates including layouts and detail drawings. The OSP Project Engineer – Design will report to the Manager of OSP Engineering – Design.

Requirements

  • Knowledge of twisted-pair copper, coaxial, and fiber telecommunications OSP systems design, including voice-grade telephone service (POTS), fiber-to-the-home (FTTH), hybrid-fiber coax (HFC) CATV, and broadband architectures including very high bit-rate digital subscriber line (VDSL) and voice over internet protocol (VoIP). Must be knowledgeable in construction practices and engineering practices and principles regarding each respectively outside plant network system.
  • Ability to utilize CableCAD, NetDesigner/ESRI GIS mapping and database systems, LodeData, Visio, XMAP, and other design, drafting, or mapping software. Working knowledge of AS400 system data or other authorized ATMC data systems, including plant and customer records applications.
  • Skill in operating various PC software programs including Word, Excel, Adobe Acrobat, various CAD/GIS specific software, and engineering equipment such as measuring tapes, laser range finder, height measuring rods, measuring wheels, GPS data collection units, and office equipment such as a printer, copier, scanner, fax and telephone systems.
  • Knowledge of industry regulations affecting engineering projects.
  • Able and willing to continue business skill development, training, and schooling as needed.
  • Required to travel over the entire service area both alone and with others.
  • The process of locating facilities and getting permits requires close contact with property owners, state, and local municipal agencies. Tact and patience are important to always project a good company image.
  • Accuracy is a must in preparing staking sheets to ensure that all construction will meet applicable codes and RDUP specifications. Failure to do so can cause unnecessary work and/or create unsafe working conditions.
  • Must work in accordance with safe working practices at all times.
Essential Job Functions:
  • Prepares work orders and complete project packages, to include engineering design for local and wide-area OSP networks, cost estimates and comparisons, staking sheets, material requirements, distributions, recommendations, locate requirements, subscriber data changes, and must be knowledgeable in switching, broadband, video, and FTTH system architectures and relevant ATMC data systems input and maintenance.
  • Visit field locations to secure accurate field notes for staking new construction and for replacement or rearrangement of existing outside plant. This will include obtaining right-of-way permits, encroachments, or easements for construction and may include obtaining sites for new or relocated facilities.
  • Responsible for maintaining the OSP fiber network database records within the GIS/CAD systems.
  • Ensures that construction progresses smoothly by determining that all necessary preliminary work is completed prior to the work order being released to construction. This will include right-of-way permits, private party utility easements, NCDOT encroachment permits, joint-use notification/requests, and coordination with developers, including notification to applicable state, county, municipal, private, or publicly owned power, communications, water, gas, or sewer utilities.
  • Prepares and assist in all phases of the transition between existing and newly constructed plant facilities.
  • Prepares and assist in all phases of the State and Federal Grant process.
  • Prepares drawings and layouts for engineering, commercial, and office projects using CAD, GIS mapping, AS400, LodeData, spreadsheet, and various documents and mapping software.
  • Prepares detailed construction sheets, maps, and other related specification sheets for use in the planning, construction, and/or installation of telecommunications, broadband, or CATV system equipment.
  • Drafts equipment wiring diagrams, schematics, and other equipment layout designs as required.
Education and Experience:
  • Bachelor of Science degree in Engineering, or Associate Degree in an Engineering discipline with a minimum of 2 years of OSP Engineer experience, or a minimum of 5 years of OSP Engineer experience is required.
  • Bachelor of Science in Engineering is preferred.
  • Maintains a current and valid driver’s license to perform the duties of this position.
