Counterproliferation Program (CP) Analyst - Clearance Required
The Department of State’s Bureau of International Security and Nonproliferation, Office of Cooperative Threat Reduction funds, manages, and implements counterproliferation programs that address evolving national security threats, including the urgent nuclear proliferation and security threat posed by aggressive and irresponsible civil nuclear reactor exports to vulnerable third countries.
GDIT is seeking a candidate to support the customer's design, development, implementation, and interagency and intergovernmental coordination of novel capacity-building programming with potential nuclear energy newcomer states that are considering nuclear energy options—particularly small modular reactors, floating nuclear power plants, and other advanced reactor options—to meet their clean energy needs consistent with the highest international standards of nuclear security, nonproliferation, and safety. The candidate will be responsible for identifying and elaborating capacity-building needs, crafting and coordinating engagement strategies to tailor and advance cooperation with diverse institutions in partner states, designing and overseeing implementation of trainings and technical assistance, and overseeing a diverse array of subject matter expert implementers. The candidate will also be responsible for tracking, supporting, and applying programmatic tools to advance relevant policy development and implementation within the State Department and coordinating with other U.S. Government departments, agencies, intergovernmental organizations, and foreign partners from working level to relatively senior levels.
In support of national policy to address national security threats, the customer conducts nonproliferation assistance programs to identify and disrupt the acquisition by weapons of mass destruction (WMD) proliferators of materials, equipment, and financing. Nuclear security programming efforts currently focus on the Asia/Pacific region, Africa, Eastern Europe and the Caucasus, Latin America, and may extend to the Middle East, but evolve in response to the international security environment while seeking to reinforce U.S. national security objectives in a dynamic environment. To this end, we seek candidates who can develop, coordinate, and implement innovative strategies to address the pressing nuclear security, proliferation, safety, and sovereignty challenges posed by aggressive and irresponsible civil nuclear reactor exports.
Duties and responsibilities include, but are not limited to:
• Leveraging extensive networks and experience to manage complex and sensitive relationships with key interagency partners such as Department of Energy, Nuclear Regulatory Commission, National Nuclear Security Administration, Commerce Department, and State Department partners from country desks, embassies, and within the ISN Bureau in a manner that advances the customer's programmatic goals and directs complementary capabilities in a whole-of-U.S.-nuclear-sector effort to address these threats;
• Designing, developing, and executing innovative approaches that improves the customer's ability to conduct international threat reduction programs;
• Developing, coordinating with the interagency, and implementing country-specific engagement strategies in partnership with host government officials, including at senior levels, and advancing time-sensitive and complex first-ever capacity-building projects, both remotely and internationally when the global health situation permits, tailored to the partner’s priority needs;
• Briefing high-level officials in the Department of State, interagency, foreign governments, and senior nuclear industry executives on the customer's programmatic activities;
• Participating in the review of threat reduction project proposals and making recommendations concerning the approval and funding of proposals;
• Providing mentorship and advisory support to early-career professionals without an extensive nuclear background;
• Representing the customer in domestic and foreign meetings, as required, and additional tasks at home or abroad, as assigned.
Requirements:
• The candidate must possess and demonstrate strong interagency coordination, communication, and networking skills.
• The candidate must possess and demonstrate outstanding written and verbal communication, diplomacy, teamwork, facilitator, and project management skills.
• A minimum of five years’ experience working on USG international nuclear nonproliferation, security, safeguards, energy, or safety programs is required. The ideal candidate will possess demonstrated success at advancing U.S. nonproliferation and/or nuclear energy priorities and skillfully engaging both policy and technical audiences, as well as demonstrated success managing relationships with international partners and/or multilateral organizations.
• A Master’s degree in a relevant policy or technical discipline is required.
• International travel is required, and foreign language skills are a plus.
• The candidate must be located in the Washington, DC metropolitan area or willing to relocate to perform the stated duties.
• The candidate must be able to obtain or possess an active U.S. Government security clearance and must be willing and able to obtain SCI access
