Air Quality Permit Engineering Specialist

The Air Quality Program (AQP) within the Department of Ecology is looking to fill an Air Quality Permit Engineering Specialist (Environmental Engineer 2)(In-Training) position. 

This position is located in our Eastern Regional Office (ERO) in Spokane, WA.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. As an Air Quality Permit Engineering Specialist, you will have the opportunity to work with industries emitting large quantities of air pollutants within eastern Washington. You will serve a vital role in protecting human health and the environment by evaluating applications and writing air quality Notice of Construction (NOC) approval orders and Air Operating Permits under the oversight of a licensed professional engineer. In this position, you will apply engineering knowledge, skills, and training as well as regulatory understanding to ensure compliance with state and federal air regulations. You will routinely interact with other Air Quality Program staff, industries, consultants, the Environmental Protection Agency (EPA), local and state agencies, environmental organizations, and the public to complete the permits.

Application Timeline: This position will remain open until filled, with an initial screening date of April 12, 2022. Duties

What makes this role unique? 
In this position, you will review and evaluate permit applications, and issue permits to large industrial facilities such as lumber mills, pipeline compressor stations, and factories within twelve counties of the Eastern Region. You will have the opportunity to assess air pollution control equipment and emissions that will expand your engineering and regulatory knowledge and training. Additionally, you will visit the facilities to help process permit applications and provide technical assistance, coordinate with compliance staff, and coordinate public involvement processes.

What you will do: 
  • Review applications for Notice of Construction and Air Operating permits under the guidance of a professional engineer.
  • Evaluate the type and calculate quantities of potential air emissions from industrial facilities. 
  • Make determinations on regulatory applicability, best available control technology, and emission restrictions based on engineering and technical evaluations of project proposals. 
  • Write Notice of Construction approval orders, Air Operating Permits, and associated technical support documents for review and approval by a licensed professional engineer and manager. 
  • Follow procedural steps for issuing permits including completing State Environmental Policy Act (SEPA) and public involvement requirements.
  • Coordinate with other Air Quality staff and the Environmental Protection Agency (EPA) to apply federal requirements, guidelines, and agreements.
  • Provide technical assistance on regulations and air emission principles to facility personnel, consultants, or the public.



Qualifications

This is an In Training opportunity: The goal class for this position is an Environmental Engineer 2 (EE2). We will consider applicants who meet the requirements at the EE1 and EE2 levels. If the finalist meets the requirements at the EE1 level, they will be hired at that level and will be placed in a training program to become an EE2 within a specified period of time. 

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1:
At the EE1 Level: Salary Range 55 ($4,509 - $5,913 per month) 

An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields, sanitary, civil, geotechnical, environmental, chemical, mechanical or related field
 
AND

 one year of environmental engineering experience. Experience may include:
  • Review of engineering reports, plans, and specifications
  • Operation and maintenance of environmental systems
  • Performance of engineering inspections or studies of facilities
  • Review and evaluation of permit applications for appropriate engineering requirements
  • Interpreting and analyzing data, including performing mass balance calculations

OR

A Master's degree with major study in one of the following engineering fields, sanitary, civil, geotechnical, environmental, chemical, mechanical, or related field

Option 2:
At the EE2 Level($5,229- $6,862 per month) 

An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, environmental, chemical, mechanical or related field
 
AND 

Two years of environmental engineering experience. Experience may include:
  • Review of engineering reports, plans, and specifications
  • Operation and maintenance of environmental systems
  • Performance of engineering inspections or studies of facilities
  • Review and evaluation of permit applications for appropriate engineering requirements
  • Interpreting and analyzing data, including performing mass balance calculations 

OR

A Master's degree with major study in one of the following engineering fields: sanitary, civil, geotechnical, environmental, chemical, mechanical, or related field

AND 

one year of experience in environmental engineering. Experience may include:
  • Review of engineering reports, plans, and specifications
  • Operation and maintenance of environmental systems
  • Performance of engineering inspections or studies of facilities
  • Review and evaluation of permit applications for appropriate engineering requirements
  • Interpreting and analyzing data, including performing mass balance calculations

Special Requirements/Conditions of Employment: 
  • Must possess and maintain a valid driver's license. 

Desired Qualifications:
