Research Air Quality Engineer

For over 40 years, we have supported the development of various air quality regulations under the Clean Air Act, primarily the New Source Performance Standards (NSPS, Part 60) and National Emissions Standards for Hazardous Air Pollutants (NESHAP, Part 63). We have also supported the development of the Greenhouse Gas Reporting Program (GHGRP, Part 98) and its ongoing implementation over the last decade.

Job Description 
We are currently seeking a senior air quality engineer to join our Air Quality Engineering Group within RTI’s Environmental Engineering and Economics Division. Candidate must be capable of leading technical air quality projects related to federal air quality regulation development for government clients, including the U.S. EPA’s Sector Policies and Programs Division (SPPD) and Climate Change Division (CCD). The successful candidate must quickly integrate into the Air Quality Engineering group and be able to lead federal air quality regulatory development projects from the information collection request stage to the final promulgation stage. Federal regulations covered by this position include National Ambient Air Quality Standards (NAAQS), New Source Performance Standards (NSPS), National Emissions Standards for Hazardous Air Pollutants (NESHAP), and Mandatory Greenhouse Gas (GHG) Reporting Regulations. 
 
This position will initially begin in a virtual setting for all candidates until an in-person working environment can safely resume at our campus located in RTP, North Carolina. After RTI’s RTP campus has re-opened, successful candidates will have the flexibility to work in-person or elect to continue as a part-time or full-time teleworker.
    
 
Responsibilities 
•   Lead projects supporting the development of Federal air quality regulations and the implementation of the GHGRP. Includes management of projects, directing and mentoring junior level staff, overseeing client interactions, budget management, and proposal development.
•   Develop emissions inventories for criteria pollutants, hazardous air pollutants, and greenhouse gases. Compile emissions data as needed into a format compatible with air dispersion modeling software.
•   Evaluate emissions and operational data from industrial sources to support development of NSPS standards, NESHAP standards, and work practice standards. 
•   Identify and evaluate options for reducing criteria, HAP, and GHG emissions from industrial sources.
•   Evaluate compliance with domestic and international environmental regulations. 
•   Assess performance and costs of air pollution control equipment and emissions monitoring methods. 
•   Direct and oversee information gathering; review technical data and develop or review summaries of technical data and analyses, including technical memoranda. 
•   Communicate with project teams of subcontractors, engineers, and technicians. 
•   Abide by all environmental, safety, and health guidelines. 
    
Qualifications 
•   BS (or higher) in Chemical or Environmental Engineering or other technical discipline (related engineering or science degree) 
•   Minimum 10 years’ experience working in the development of federal or state air quality regulations, including 5 years minimum project management experience. 
•   Experience working with clients and selling consulting services strongly preferred.
•   Direct experience with the NAAQS, NSPS, or NESHAP regulatory development.
•   Direct experience with the Mandatory GHG Reporting Program preferred.
•   Direct experience compiling air emissions inventories and performing air emissions analyses to support regulatory development. 
•   Experience with the oil and gas sector is preferred.
•   Cover letter summarizing your experience within the environmental management field is highly encouraged.
•   Professional Engineering License preferred.
•   Demonstrated ability to communicate well with others and within a team environment. 
•   Demonstrated technical writing ability.
•   Flexibility to work collaboratively as part of a project team. 
•   Proficiency with computer spreadsheet and database skills (particularly Excel and Access or SQL) required.
