ODNR owns and manages state parks, state forests, state nature preserves and wildlife areas. We license all hunting, fishing and watercraft; oversee and permit all mineral extraction, monitor dam safety, manage water resources and serve as the second largest Law Enforcement presence in the State of Ohio.
We are accepting applications for a Program Administrator 1 within the Division of Parks & Watercraft, headquartered at Central Office in Franklin county. What you will do…
  • Develop standard staffing plans for each state park & division section by coordinating with managers & update regularly;
  • Communicate position needs & ensure they are appropriately budgeted for;
  • Meet regularly with senior staff to ensure priority positions are identified & managed timely;
  • Create reports & maintain data in HR system for tracking purposes;
  • Assist managers with hiring, to include recruitment plans, interviews (e.g., question creation, logistics, etc.);
  • Coordinate with division personnel & work with the Office of Human Resources to review & update classification specifications as needed;
  • Serve as a division resource & assist in the mission to provide exceptional outdoor recreation and boating opportunities by balancing customer service, education, protection and conservation of Ohio's state parks and waterways.

Official Position Description:
In the Division of Parks & Watercraft, acts for administrator & provides program direction for the division’s Staffing Program: develops standard staffing plans for each state park & division section; coordinates efforts with managers & updates regularly; communicates position needs & ensures they are appropriately budgeted for; meets regularly with senior staff to prioritize positions & manages timely; creates reports & maintains data in HR system for tracking purposes; assist managers with hiring, to include recruitment plans & interviews (e.g., question creation, logistics, etc.); serves as a liaison between administrator & ODNR division/department personnel; independently answers complex inquiries &/or correspondence; transmits decisions & directives; determines new efforts & makes recommendations to administrator; travels throughout the state & represents administrator at meetings; formulates & implements program policy & assumes responsibility & authority in administrator’s absence. 

Researches & analyzes programs, procedures & policies & updates as needed; provides reports for program initiatives; stays relevant & effective in program area; serves as a division resource & provides technical advice to aid administrator in decision making.

Manages business functions of administrator’s office; coordinates with division personnel & works with the Office of Human Resources (OHR) to review & update classification specifications as needed; coordinates interview development & logistics with management & the OHR; plans & schedules meetings, creates agendas & takes notes.

Performs public relations duties; researches & responds to inquiries & complaints about assigned program; furnishes information & explains program to stakeholders; represents division at meetings & conferences (e.g. department, division, federal, state & community agencies).
 

Qualifications

 
Completion of undergraduate core program in business administration, management science or public administration; 12 mos. trg. or 12 mos. exp. in supervisory, administrative &/or managerial position which involved limited research & public contact.

-Or completion of undergraduate core program in academic field commensurate with program area; 12 mos. trg. or 12 mos. exp. in supervisory, administrative, managerial &/or staff position which involved limited research & public contact. 

-Or 36 mos. trg. or 36 mos. exp. in business administration, management science or public administration. 

-Or equivalent of Minimum Class Qualifications For Employment noted above.
 
KNOWLEDGE: Business Administration, Management Science, or Public Administration; Public Relations; Agency Policies & Procedures (department, division); Government Structure & Process (federal, state, local); Natural Sciences; Interviewing. SKILL: Word Processing (Microsoft Office Suite. SharePoint); Equipment Operations (Computer, general office equipment). ABILITY: Reasoning; define problems, collect data, establish facts & draw valid conclusions; Clerical: gather, collate & classify information about data, people or things; Interpersonal: handle sensitive inquiries from & contacts with officials & general public.
COMPETENCIES: Evaluating Information to Determine Compliance w/ Standards; Analyzing Data or Information; Updating & Using Relevant Knowledge
