Keeping Washington Clean and Evergreen

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Site Manager/Senior Hydrogeologist 4 (Hydrogeologist 4) position. This position is located in our Southwest Regional Office in Lacey, WA.
 
In this Senior Hydrogeologist position, as a cleanup site manager you will direct responsible parties through the cleanup process, review submitted documents and evaluate technical information for completeness and determine compliance with the regulations. You will work in a collaborative environment with other cleanup site managers with varied backgrounds and experience. In some cases you may work on teams on complex sites. The Toxics Cleanup Program promotes collaboration and sharing of experiences and promotes opportunities for education and professional growth through regular group-a-like meetings and trainings. As a cleanup site manager, you would work with clients, consultants and environmental groups to evaluate and implement the best solutions for site cleanup.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. At the present time, this position is not required to be in the office regularly. However, this position will eventually be in the office at least one day a week once telework agreements are finalized. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing.

Duties


What makes this role unique? 
This position often works independently with clients and consultants as they manage the cleanup process. This position is unique in that there is endless growth with learning new technical concepts. Other rewards include helping clients and consultants understand and manage the regulations to a successful conclusion. This position will have the opportunity to develop coaching, mentoring, and management skills both as a subject matter expert and as a site manager. In this role, you'll work in collaboration with the section manager, supervisor, and other site managers to lead and mentor others.
What you will do: 

  • Manage and/or oversee the investigation and cleanup of contaminated sites for compliance with MTCA, other relevant laws and regulations, and program policies. 
  • Review hydrogeologic studies and reports for cleanup sites to determine: relevant and appropriate field and design practices; compliance with applicable regulations, laws and guidelines with emphasis on design and performance requirements; adequacy of hydrogeologic computations; and to coordinate the planning, implementation and completion of site-specific projects. 
  • Provide technical assistance to consultants, industry, governmental authorities, the public, and other agency staff. 
  • Prepare hydrogeologic reports; assists team members in their analysis and understanding of design plans and specifications. 
  • In the capacity of a site manager, you will be responsible for evaluating the completeness and accuracy of hydrogeologic characterization, remedial investigations, and feasibility studies of contaminated sites. 
  • Apply basic principles of environmental chemistry, human toxicology, and aquatic toxicology for evaluating actions needed at contaminated sites. 
  • Understand the methods of identifying and monitoring pollutants in all media including soil, groundwater, surface water, air, and sediments and have knowledge of field sampling, testing, and data gathering. 
  • Negotiate, issue, and enforce orders and Inter-Agency Agreements. 

Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1: 
A Bachelor's degree involving a major study in hydrogeology, hydrology, geology, or closely allied field AND Five years of professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession.
 
Option 2: 
A Master's degree with a major study in hydrogeology, hydrology, geology, or closely allied field AND Three years of professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession. 
 
Option 3: 
A Ph.D. with a major study in hydrogeology, hydrology, geology, or closely allied field AND Two years of professional experience as a hydrogeologist, hydrologist, geologist, or closely allied profession. 
 
Registration as licensed hydrogeologist in the State of Washington is required.

Special Requirements/Conditions of Employment: 
  • Washington State driver's license
  • Must complete initial 40-hour hazardous materials training followed by 8-hour annual hazwaste worker training. The initial training must be completed within six months of appointment. The Department of Ecology will cover the cost of this training.
  • Possession of a valid Washington State Hydrogeologist license.

  • Familiarity with the MTCA cleanup regulation.
