Stormwater Community Based Partnership Planner (Environmental Planner 3) (In Training)

Do you have expertise in stormwater, outreach, environmental credit trading, or capital project planning and implementation? Are you interested in helping local governments and private developers engage communities to develop sustainable infrastructure?
 
The Water Quality Program within the Department of Ecology is looking to fill a Stormwater Community Based Partnership Planner (Environmental Planner 3) (In Training) position to help lead the development of a pilot Stormwater Community-Based Stormwater Public-Private Partnership program.
 
The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.  
 
As the Stormwater Community Based Public Private Partnership (CBP3) Planner you will work with stakeholders and consultants to develop and implement a pilot program that will educate local governments about different types of Public Private Partnership (P3) arrangements and project delivery models using the publication Is A Community-Based Public-Private Partnership Right for Your Community? - A Guide for Municipal Stormwater Managers in Washington State (Download PDF reader). In phase two of the pilot program, you will help develop and manage a grant program to implement CBP3 projects. You will also participate on a cross-state team of stormwater project specialists with the mission to identify and fund high-priority stormwater projects in Washington State.
 
This position is located in our Headquarters Office in Lacey, WA.
 
This position is eligible for up to 90% telework. Required in-office work may consist of occasional in-person team, program and stakeholder meetings, or trainings.

Please Note: This is a project position that is funded until 6/30/2026. The funding for this position has a high probability of being renewed for the next bi-annual budget.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. Duties


Stormwater Community-Based Public Private Partnership (CBP3) pilot program planning:
Develop the Stormwater CBP3 pilot program to encourage communities to explore the implementation of community-based stormwater public private partnerships.
  • Assist in the development of a request for proposals to provide outreach to local government using the guidance document published by the Washington State Department of Commerce Publication “Is a Community Based Public Private Partnership Right for Your Community?” 
  • Consult with the Association of Washington Cities (AWC) and Department of Commerce during the consultant recruitment and pilot program development process. 
  • Attend and represent Ecology in meetings with local government officials, state agencies, and concerned organizations. 
  • Develop and review reports, documents and other informational material necessary to engage stakeholders in the implementation of Stormwater CBP3 projects. 
  • Conduct technical liaison with municipal stormwater program and other Ecology programs as needed.
Stormwater Contract, Grant and Loan Management:
Provide oversite and management of contracts stormwater projects funded under the Stormwater Community-Based Public Partnership Program/Water Quality Combined Program.
 
Stormwater Financial Assistance Program Technical Assistance:
Ecology Stormwater Action Team (SWAT) is an internal cross-state team of stormwater project managers, financial managers, and engineers that work together and provide technical assistance and funding to local governments for the implementation of stormwater projects.
 
Work with SWAT to manage and develop Ecology’s stormwater financial assistance programs. Attend SWAT team meetings, provides CBP3 pilot project updates, and assist regional staff in identifying opportunities to develop CBP3 projects. 


Qualifications
This is an In Training opportunity: The goal class for this position is an Environmental Planner 3. We will consider applicants who meet the requirements for the Environmental Planner 2 (EP2) and Environmental Planner 3 (EP3) levels. If the finalist meets the requirements at the EP2 level, they will be hired at that level and will be placed in a training program to become an EP3 within a specified period of time.

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

At the Environmental Planner 2 level: Range 52 ($4,324 - $5,673 monthly)

Option 1:

  • A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field
  • Three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development. 
Option 2:

  • A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field
  • One (1) year of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

At the Environmental Planner 3 level (goal class): Range 59 ($5,136 - $6,746 monthly) 

Option 1:

  • A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field
  • Four (4) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development. 
Option 2:

  • A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field
  • Two (2) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.


Special Requirements/Conditions of Employment: 
  • Must have a valid driver's license


Desired Qualifications:

Experience or education in one or more of the following:
  • Experience planning, designing, permitting, or implementing stormwater infrastructure projects
  • Knowledge of local government planning and budgetary processes
  • Knowledge or experience implementing public-private partnerships, alternative contracting methods or credit trading programs
  • Experience in developing outreach materials and programs using plain talk 
  • Education or experience in project management
  • Education or experience implementing stormwater management programs
