Senior Civil Engineer

Description/Distinguishing Features
Incumbents are responsible for performing a variety of professional engineering support activities. Duties include: monitoring the work of technical employees and work crews; organizing capital improvement projects; supervising environmental projects for the City; preparing professional engineering drawings and specifications for various assignments and projects; investigating, answering, and addressing customer questions, comments, concerns, and complaints; serving as a liaison to engineering personnel, administrative officials, and committees; performing inspections and contract administration; and performing right-of-way and easement acquisitions according to federal requirements.

Examples of Duties
  • Monitors technical employees and work crews to include: assigning and prioritizing duties and tasks; making hiring recommendations; providing direction and disciplinary action; and, conducting training; 
  • Organizes road, bridge, culvert and/or sidewalk capital improvement projects to include: identifying needed additions and modifications; developing budgets; preparing bid specifications; selecting contractors; establishing, reviewing, and approving design criteria; providing guidance; reviewing construction plans; performing inspection and contract administration; and, recommending safety or capacity improvements.
  • Supervises environmental projects for the City to include: participating in the development of action plans; arranging sampling; reviewing technical materials; overseeing outside contractors; and, communicating with City and environmental employees and consultants; 
  • Serves as a liaison to engineering personnel, administrative officials, and committees by: attending meetings; taking and preparing minutes; providing analyses, recommendations, and design for projects in area of assignment; advising and coordinating activities; facilitating resolution of concerns; and, informing City Manager's Office of issues; 
  • Performs right-of-way and easement acquisitions according to federal requirements which includes determining fair market values, reviewing evaluation criteria, preparing legal documents, negotiating purchase and acquisition, and recording documents; 
  • Investigates and addresses customer questions, concerns, and complaints in area of assignment by gathering data, identifying possible solutions, and making appropriate recommendations.
  • Prepares professional engineering drawings and specifications for various assignments and projects by reviewing data, performing surveys, and determining method of cost estimate and 
  • Performs other duties of a similar nature.

Acceptable Training and Experience
  • Bachelor's Degree in Engineering or field related to area of assignment and two years of engineering or related experience; 
  • Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. 
  • Must be able to work in the United States without organizational sponsorship, both now and in the future.

Licensing Requirements (position requirements at entry):
  • Valid Michigan Driver's License 
  • PE preferred EIT required
