Industrial Water Quality Permit Manager (Environmental Engineer 2)

The Water Quality program within the Department of Ecology is looking to fill an Industrial Water Quality Permit Manager (Environmental Engineer 2) position. 

Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Engineering field and achieve the goal class of Environmental Engineer 2. Candidates will be considered at the College Career Graduate, Environmental Engineer 1 and the Environmental Engineer 2 levels, depending on qualifications. This position is stationed in our newly remodeled Northwest Region Office (NWRO) in Shoreline, WA. This position is eligible for a telework/in-office hybrid schedule. You will be part of the Section’s implementation of a Modern Work Environment and have the opportunity to telework, work from the office, and use office collaboration and meeting spaces as needed to accomplish individual and team objectives.

Upon hire, you must live within a commutable distance from the duty station.

Please Note: The salary posted above includes the additional 5% premium pay that this position will receive due to this position's location in King County. 
 
In this position you will help protect and restore Puget Sound water quality. You will develop and oversee National Pollutant Discharge Elimination System (NPDES) and/or State Waste Discharge permits to ensure that wastewater from industrial and commercial activities is managed to protect and restore water quality. This position works with engineers, environmental specialists and scientists within the Ecology Water Quality Program, as well as other Ecology programs and agencies. You will work closely with licensed professional engineers to review engineering reports for process wastewater treatment processes, including but not limited to stormwater treatment.
 
The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.  


During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. Duties



What makes this role unique?
This position has an important role in regulating industrial wastewater discharges to surface waters in the most populous region of Washington State. Regulated industries include maritime, aerospace, food processing, groundwater remediation, recycling and manufacturing. Challenges in this position will include evaluating contaminants of emerging concern, applying narrative permit limits, and addressing water quality impairments through permit conditions. You will use your knowledge of engineering principles and water quality data, your strong writing and communication skills, and your desire to learn new things to develop and oversee water quality discharge permits that protect and restore water quality.

What you will do: 
As an Industrial Water Quality Permit Manager, you will:
 
  • Prepare wastewater discharge permits under state and federal regulations for industrial wastewater dischargers.
  • Under the guidance of a licensed engineer, review engineering reports, All Known, Available, and Reasonable (AKART) evaluations, Operations and maintenance plans, and treatment system operating plans.
  • Apply currently accepted engineering standards, laws, regulations, and agency guidelines and procedures to document reviews and permit development.
  • Conduct permit compliance inspections, prepare inspection reports and assist the compliance officer in assessing compliance. 
  • Research engineering technologies necessary to achieve effluent limits for industrial facilities.
  • Prepare and deliver engineering oriented presentations to professional groups and/or the public regarding permitted facilities and permit requirements.



Qualifications

Required Qualifications:

At the College Career Graduate level: Salary Range 49 ($4,213-5,531$ Monthly)(In-Training)

An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.
 
At the Environmental Engineer 1 level – Salary Range 55 - ($4,888 - $6,410 Monthly) (In-Training) 
 
Option 1:
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.
 
AND
 
One year of environmental engineering experience.
 
Option 2:
A Master's degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.

At the Environmental Engineer 2 level – Salary Range – 61 - ($5,668 - $7,439 Monthly) (Goal Class) 

Option 1:
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.

AND

Two years of environmental engineering experience.

Option 2:
A Master's degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.

AND

One year of experience in environmental engineering.

Special Requirements/Conditions of Employment: 

  • Must possess and maintain a valid State's driver's license. 


Desired Qualifications:

  • Experience or training in developing and/or implementing NPDES permits.
  • Experience or training in water quality monitoring and data analysis.
  • Experience in inspecting or managing facilities covered under NPDES permits.
  • Experience applying negotiation and conflict resolution skills.
