Regional Hydrogeologist (Hydrogeologist 4)

Keeping Washington Clean and Evergreen

The Solid Waste Management (SWM) program is looking to fill a Regional Hydrogeologist (Hydrogeologist 4) position. This position is located in our Southwest Region Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

In this position, you serve the SWM program as a licensed hydrogeologist and expert for groundwater protection from solid waste and biosolids management facilities and actions. You will be responsible for planning, developing, conducting, directing and overseeing hydrogeologic projects and investigations, as well as providing technical assistance, expertise, training and regulatory oversight of solid waste facility environmental monitoring systems related to groundwater, leachate, and gas monitoring at landfills and other solid waste facilities.

Program Mission: The mission of the Solid Waste Management (SWM) program is to reduce wastes through prevention and reuse, keep toxics out of the environment, and safely manage what remains.

Duties

What makes this role unique? 
In this role, you will ensure compliance with state groundwater standards, solid waste, and cleanup rules adopted to protect human health and the environment. You will have the opportunity to develop policies and technical guidelines, and you will be responsible for regulatory revisions related to hydrogeologic assessments and groundwater monitoring. You will also provide direct technical assistance to local health agencies, solid waste facility operators, section Facility Permit Specialists, Biosolids Coordinators, and Environmental Engineers to ensure compliance with many environmental regulations including solid waste, well construction and decommissioning, water quality standards, cleanup standards and best industry practices.
 
What you will do:

  • Provide technical assistance, guidance and expertise, and regulatory oversight of solid waste management facility construction, operations and environmental monitoring and cleanup activities in Southwest Washington to ensure compliance with state solid waste and site cleanup rules and laws adopted to protect human health and the environment.
  • Review and evaluate the adequacy of technical reports, solid waste permit applications, sampling and analysis plans, operating plans, closure plans, groundwater monitoring drilling/well installation adequacy, and variance requests related to hydrogeological considerations and groundwater monitoring requirements.
  • Review and evaluate groundwater monitoring reports.
  • Identify and assess problems associated with monitoring methodology, statistical analysis, groundwater contamination, and potential sources and contaminant migration pathways.
  • Plan, develop, and direct professional hydrogeologic investigations of proposed, existing, and closed solid waste treatment, utilization, and disposal facilities.
  • Recommend enforcement actions through permit appeals or other administrative options.
  • Provide technical guidance and assistance to regional staff, health agencies, local governments, and the regulated community on the interpretation of solid waste regulations and other applicable state and federal regulations pertaining to groundwater issues, solid waste management plans, and permits at solid waste facilities.
  • Provide professional hydrogeologic reviews and evaluations on proposed or existing solid waste and biosolids permits.


Qualifications

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
Option 1: A Bachelor’s degree involving major study in hydrogeology, hydrology, geology, or closely allied field AND five years of professional experience as a hydrogeologist, hydrologist, geologist or closely allied profession.

Option 2: A Master’s degree with major study in hydrogeology, hydrology, geology, or closely allied field AND three years of professional experience as a hydrogeologist, hydrologist, geologist or closely allied profession.

Option 3: A Ph.D. with major research in hydrogeology, hydrology, geology, or closely allied field AND two years of professional experience as a hydrogeologist, hydrologist, geologist or closely allied profession.

NOTE: Must possess or become a Licensed Hydrogeologist in the State of Washington within 6 months after hiring.

Special Requirements/Conditions of Employment: 
  • Must possess or become a Licensed Hydrogeologist in the State of Washington within 6 months after hiring.
  • Must have or complete Manager of Landfill certification within first two years of hire.
  • Must possess and maintain a valid driver’s license. 

Desired Qualifications:

  • Experience or training in hydrogeologic site characterization, groundwater monitoring networks, pollutant migration pathways, and/or assessing extent of contamination to ground and surface waters.  
  • Experience or training in statistical procedures and associated software for evaluating environmental monitoring data.
  • Experience or training in groundwater contaminant fate and transport modeling.
