DIA Midwest/Omaha Hiring Event - Mission Management Career Field / Joint Target Intelligence

CAREER FIELD DEFINITION

DIA intelligence mission managers engage in management, coordination, synchronization and integration of Intelligence Community (IC)-wide intelligence requirements, resources, and activities. They strategically manage the Defense Intelligence Enterprise (DIE) by developing, interpreting, applying, implementing, and evaluating national, Department of Defense (DoD), and IC policies, strategies, and doctrines to enable effective synchronization and execution of plans and activities across the DIE, and between the DIE and the IC and foreign partners. They integrate the intelligence cycle by fulfilling customer requirements using strategies, joint operational planning, the joint targeting process, national disclosure policies, and collection management tools and techniques, while evaluating performance and managing risk, in order to optimize capabilities to achieve unity of effort. They manage intelligence capabilities by advocating for the optimal global apportionment and allocation of intelligence resources to support mission readiness, evaluating the sufficiency of intelligence functional capabilities against requirements, and planning and coordinating the innovative development of intelligence architectures, tools, and methods to support performance in all phases of the intelligence cycle.

WHO CAN APPLY

This announcement is for external applicants (non DIA employees) only. DIA employees on a temporary/term appointment, military, and contractor personnel are eligible to apply if qualified for the positions. Current DIA student interns need not apply. 

This is a DIA Invitation-Only Hiring Event that will take place in March 2019 in Omaha, Nebraska. DIA officials will be on location to interview applicants who possess the required and relevant Career Field skills and background for employment at DIA. Applicants selected for interviews will be contacted via email in February 2019 to schedule an interview. Specific details on the location and date of the event will be provided within the email invite.

All applicants must be U.S. citizens at the time of application. Applicants must meet the agency’s conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination and physical requirements, completion of any required personal interviews, favorable completion of any required initial or aperiodic polygraph examinations, completion of any required drug test, satisfactory completion of a two-year Defense Civilian Intelligence Personnel System trial period, and completion of a civilian mobility agreement.

DIA does not guarantee any applicant the extension of an official offer of employment; however, DIA will be screening all employment applicants against its current and future manpower requirements. Selected applicants will be considered for the Agency's Hiring Pool. 

CURRENT FEDERAL EMPLOYEES

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selectee(s) who are current Federal employees will be appointed to the new position at the grade in which they qualify for. Those at a higher grade than the advertised position, will be asked to accept a voluntary change to the lower grade if selected.

All current and prior Federal employees must also submit a copy of their SF-50, Notification of Personnel Action that documents their appointment to or promotion to the highest grade held. Consideration for future advancement opportunities will be through DIA’s established promotion processes, according to established timeframes, advancement criteria and compensation parameters.

POSITION SUMMARY

DIA is currently recruiting for Joint Target Intelligence (JTI) officers in the Mission Management Career Field at multiple locations. DIA is an Agency with worldwide positions. Selected candidates must be willing to relocate to any location in support of mission requirements.

MISSION MANAGEMENT (MM)

The Mission Management Career Field represents DIA’s ability to synchronize and assess the entire intelligence cycle. Officers in this career field are the critical link in the combatant commands (CCMDs) between warfighters, planners and defense intelligence analysts. As trusted advisors to senior government officials and flag officers, they coordinate and integrate diverse intelligence operations from the tactical-theater level to the national-strategic level across the following career specialties: collection management, information sharing, intelligence operations management, joint capability development and intelligence support to acquisition, joint intelligence planning, joint target intelligence, and policy and strategy. 

Joint Target Intelligence Career Specialty: 

Strike a blow for freedom! Joint Target Intelligence (JTI) officers establish policy governing JTI intelligence standards and procedures. They advise joint force targeting and fires operations to determine appropriate guidance and targeting priorities. They develop targets and engagement strategies and assess the results of the engagements.

HIGHLY DESIRED ASSESSMENT FACTORS

1. Graduate of Department of Defense (DoD) targeting school (e.g. Joint Targeting School Staff Course. US Air Force Combat Targeting Course) and/or other commensurate targeting experience.

2. Familiarity with joint targeting policy/doctrine (JP 3-60, JP 3-09, etc.), Chairmen of the Joint Chiefs of Staff Instruction (CJCSI) series (3370, 3160, 3162, 3122 etc.) and targeting
automation/tools (JTT, JADOCS, NPW/MIDB, NIIDS, etc.).

3. Previous experience working in the joint targeting intelligence enterprise or Joint Intelligence Operations Center (JIOC) conducting analytical production supporting targeting (e.g. JIPOE, target system analysis), and/or OPLAN development.

HIGHLY DESIRED ASSESSMENT FACTOR RESPONSES

FOREIGN AREA TOURS OF DUTY ELIGIBILITY

Applicants applying to a foreign area opportunity and who are currently assigned to a foreign area are ineligible for consideration if selection will cause them to exceed the time limitation for foreign area service (5 consecutive years) or, conversely the employee will not satisfactorily complete their period of obligated service within 6 months of the closing date of this announcement. More than one permanent change of station move within a 12-month period is not considered to be in the interest of the government for the purposes of relocation at Government expense.

DEPLOYMENT/MOBILITY STATEMENT

All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.

SHIFT WORK

Availability for shift work, extended hours, and travel may be required.

RELOCATION COST

Relocation expenses in connection with a permanent change of station may be authorized in accordance with the Joint Travel Regulations and at agency discretion.

TELEWORK

Some positions in DIA may be eligible for unclassified telework and/or secure telework. The telework option allows an employee to perform the duties of his or her position from an approved worksite other than the "official" worksite.

DIRECT DEPOSIT
