REQUIREMENTS AND PREFERENCES:

The Broward County Board of County Commissioners is seeking qualified candidates for the position of Auditor for the Records, Taxes and Treasury Division:

General Description

The purpose of this class within the organization is to perform experienced professional internal auditing work of normal complexity.

This position requires conducting audits of businesses and individuals involved in the transient rental of accommodations for compliance with Broward County's Tourist Development Tax Ordinance and Florida Statutes.

Recent 2 year minimum experience conducting sales tax audits and/or representing taxpayers in sales tax audits before a taxing authority is preferred.

Candidates must demonstrate recent 2 year minimum audit experience working with a formalized audit plan which includes a comprehensive risk based assessment.

Candidates must demonstrate recent 2 year minimum audit experience working with a comprehensive audit manual prescribing audit procedures to be performed and workpaper documentation to be completed. 

This class works under general supervision, independently developing work methods and sequences.

Minimum Education and Experience Requirements:

Requires a Bachelor's degree from an accredited college or university with major coursework in accounting or closely related field.

Requires two (2) years accounting and auditing or closely related experience. 

Special Certifications and Licenses:

None.

Preferences:

  • Experience conducting sales tax audits of hotels and/or representing hotel clients in sales tax audits before a taxing authority.
  • Experience working as an accountant or controller of a hotel or other transient rental business.
  • Experience working with and/or developing a formalized audit plan based on a comprehensive risk assessment as it relates to selection and conducting audits of transient rental businesses.
  • Experience working with and/or developing a comprehensive audit manual prescribing audit procedures to be performed and workpaper documentation to be completed.

DUTIES AND RESPONSIBILITIES:

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

  • Audits taxpayers to ensure they are compliant with laws using approved compliance audit program; contacts auditee and reviews document request list and the audit process; schedules audit date; prepares audit work papers.
  • Manages the enforcement process to ensure that taxpayers are properly and timely notified of nonpayment of taxes; reviews the mailing of delinquency notices, notices of intent to lien and final tax assessment notices; monitors liens and release of liens.
  • Reviews daily deposits and close-out reports, approves cash receipts prepared and entered into an accounting software system; cancels and overrides tax return errors made by taxpayers and specialists; records cash receipts on monthly spreadsheet.
  • Prepares monthly reports and monthly reconciliation and submits to manager; prepares and submits monthly report to state; prepares and provides unaudited reporting period collections; reviews expenditures and calculates tax collector commission.
  • Communicates with taxpayers and co-workers and researches tax issues; investigates possible non-compliant taxpayers; performs searches, using a variety of methods, to obtain relevant information on delinquent taxpayers; attends relevant training classes.
  • Performs on-site visits; conducts audits based on the guidelines of the internal audit program; arranges and indexes related documentation; prepares audit reports.
  • Communicates with the processing system vendor for any issues; follows-up and tests results in the demo site.
  • Performs related work as assigned.

Physical Demands

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
