The Toxics Cleanup Program (TCP) is looking to fill a Source Control Engineer (Environmental Engineer 5) position. The position will be located in our Northwest Regional Office (NWRO) in Bellevue, WA.

The Source Control Engineer position serves as the senior environmental engineering specialist for source control and stormwater treatment in the region for the largest and most complex cleanup site, the Lower Duwamish Waterway Site (LDW). Incumbent represents the section as an authority on source control, stormwater pollution control, treatment methods, and stormwater permits. Performs facility storm water permit management for industrial facilities along or upstream of the Lower Duwamish Waterway which are subject to individual discharge permits including permitting, inspections and engineering review.

We are looking for applicants who possess excellent people skills, strong verbal and written communication skills, ability to work in a team environment, knowledge of the regulation and implementation of NPDES permits, industrial NPDES permits and /or stormwater permits; knowledge of environmental fate and transport modeling, and knowledge of remediation techniques.

Duties

 
 
Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.

Some of the key work activities of the Source Control and Stormwater Engineer position at the Environmental Engineer 5 level include:
  • Applies engineering expertise to implementing source control and Ecology's stormwater program for municipalities in the Northwest Region.
  • Assists with managing the municipal general NPDES stormwater permits, providing technical assistance for stormwater treatment requirements, and improving pollution control and treatment of stormwater.
  • Manages stormwater studies that characterize the nature and extent of stormwater influence on LDW sediments and water quality. Management of these studies would include but not be limited to prepare Scopes of Work for a consultant to implement, review and comment on Sampling and Quality Assurance Plans, Draft Data reports, and acceptance of final deliverables and review and approve invoices submitted under these work assignments.
  • Acts as the LDW technical expert regarding sampling methods to determine the nature of contamination that may be present in a stormwater discharge.
  • As the technical expert, duties would include assisting with MTCA actions along the LDW to develop and implement appropriate Sampling and Analysis plans, assist designated site managers in the review and comment of any stormwater characterization report received, make recommendations to the site managers concerning the need for further characterization work or the need for stormwater treatment.
  • Provides engineering analysis for LDW cleanup site manager, source control lead and municipal stormwater permit managers assessing compliance with source control actions and municipal stormwater NPDES permits.
  • Provides technical assistance in the development of source control actions, municipal stormwater management programs and evaluating stormwater treatment devices.
  • Provides engineering review for grants and loan projects for stormwater infrastructure funded through Ecology.
  • Provides engineering assistance to local governments, state agencies, and the public on stormwater management and compliance with source control actions and with the Stormwater Management Manual for Western Washington.
  • Contributes to updates of the agency's Stormwater Management Manuals.
  • Assists NWRO LDW source control lead and stormwater specialist in developing training programs for implementation of the municipal stormwater NP DES permit.
  • Represents TCP's NWRO Section and acts as the liaison with the NWRO Water Quality program on stormwater related cross-programmatic issues in the LDW site as a technical expert.
 
Source Control and Individual Permits for Industries that discharge stormwater.
 
  • Writes and manages NPDES permits for complex sites predominated by stormwater discharge for which general NPDES permits are not appropriate.
  • Applies engineering expertise to the review of permit applications and development of permit conditions.
  • Incorporates source actions recommendations to source control lead, cleanup site managers and industries that discharge stormwater.
  • Reviews permit applications, preparation of draft permits and fact sheets, soliciting and responding to both the permitted entity and public comments, and issuing the final permit. Evaluates engineering reports for pollution control improvements.
  • Monitors compliance of assigned facilities. Review compliance reports prepared by the enforcement specialist.
  • Coordinates with source control lead and with the enforcement specialist on enforcement actions.
  • Represents the agency in negotiations to achieve compliance. Testify as an expert witness in legal proceedings before the Pollution Control Hearings Board and courts of the state as related to water quality permit violations.
  • Conducts interim and final inspections of assigned projects funded by grants or loans. Plan and conduct inspections, and prepare written inspection reports for assigned NPDES facilities.
  • Represents the section on cross-program efforts to plan for and regulate facilities upstream and along the LDW with significant stormwater treatment.
 
Cleanup Project Manager and Engineering Support
 
  • Manages, provides engineering review and/or oversees the investigation and cleanup of contaminated sites for compliance with MTCA and other relevant laws and regulations at contaminated sites.
  • Applies environmental and construction management engineering processes expertise to the evaluation of cleanup plans, engineering design reports, data, and results.
  • Makes evaluations of completeness of cleanup activities for compliance with MTCA.

The goal class for this position is an Environmental Engineer 5 (EE5). We will consider applicants who meet the requirements for the Environmental Engineer 3 and 5 levels. If the finalist meets the requirements for the EE3 level then they will be placed into a training program to become an EE5 within a specified period of time.

Qualifications
The goal class for this position is an Environmental Engineer 5 (EE5). We will consider applicants who meet the requirements for the Environmental Engineer 3 and 5 levels. If the finalist meets the requirements for the EE3 level then they will be placed into a training program to become an EE5 within a specified period of time.
 
Required Qualifications:

At the Environmental Engineer 5 Level: Pay Range 71 ($6307 - $8278 Monthly

A Master's degree with major study in one of the following engineering fields, sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
 
AND
 
Registration as a professional engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington and four years of experience in environmental engineering including at least one year experience in stormwater engineering.
 
OR
 
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical ,water resource, environmental, chemical, mechanical or related field.
 
AND
 
Registration as a professional engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington and five years of experience in environmental engineering including one year experience in stormwater engineering. 


At the Environmental Engineer 3 Level: Pay Range 67 ($5715 - $7500) Monthly
 
A Master's degree with major study in one of the following engineering fields: sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
 
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington and two years of experience in environmental engineering.
 
OR
 
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following     engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.

AND
 
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington and three years of experience in environmental engineering.

Desired Qualifications:

Education in hydrology, water and waste water treatment, hydraulics, and chemistry. Skills in designing, installing, or maintaining stormwater pollution treatment devices, storm drainage systems, or natural systems such as man - made wetlands.
