Hazard Mitigation 406 Specialist

General Description:
Lend a hand, rebuild a community: start as a FEMA 406 Reservist! The Federal Emergency Management Agency (FEMA) is seeking candidates to apply for HM 406 Specialist positions in the FEMA Reservist Program. You will promote Section 406 HM and assist Public Assistance (PA) staff and applicants in identifying opportunities for the mitigation of damaged public facilities. Collaborate with PA staff in identifying, developing, and reviewing Section 406 Hazard Mitigation Proposals (HMP) for sound mitigation techniques. Assist in evaluating HMPs for technical feasibility and cost effectiveness based on one of three cost effective tests as outlined in the Public Assistance Program and Policy Guide: 15% Rule, 100% Rule, or BCA. Collect and maintain mitigation data, provide PA Section 406 mitigation reports, and furnish outreach materials to PA Branch and applicants as needed.

*This is an intermittent position; location and employment is dictated by the need of ongoing emergency response efforts. As a FEMA 406 Reservist you are deployable to all locations within the United States and its territories. This is an entry level position and FEMA Reservists are not compensated in between deployments.

Duties:
In this position, you will perform various tasks and duties that will essentially prepare you to compile the Hazard Mitigation Proposal (HMP). Typical assignments include:
  • Performing field inspections at disaster damaged sites for the purpose of gathering photos, dimensions, GPS coordinates, narrative notes, and any other relevant information (such as potential issues) whereby they can write a report to communicate their field observations.
  • Representing FEMA 406 Mitigation at formal kick-off or project scoping meetings between Public Assistance and eligible applicants.
  • Collaborating with Public Assistance to communicate with the applicant regarding developing a refined scope of work for the mitigation proposal as well as any other relevant supporting documentation.
  • Composing a benefit cost analysis (BCA), if applicable, prior to writing the Hazard Mitigation proposal
Qualifications:
To qualify for this position, you must possess ALL of the following demonstrated experience or education:
  • Integrating mitigation into public assistance programs;
  • Applying construction principles and mitigation techniques to Environmental and Historic preservation and public assistance projects;
  • Providing technical assistance to internal and external stakeholders as it pertains to hazard mitigation;
  • Conducting complex benefit-cost analysis (BCA);
  • Presenting and communicating programs to internal and external audiences; Preparing reports, scopes of work and detailed correspondence; and Conducting quality assurance/quality control of proposals.
OR
  •  A master's or equivalent graduate degree; or
  • 2 full years of progressively higher level graduate education leading to such a degree; or
LL.B. or J.D., if related

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
