Orpheus Registrar (Communicable Disease Surveillance System)

The Oregon Health Authority (OHA), Public Health Division (PHD), Acute and Communicable Disease (ACDP) Section in Portland, OR is recruiting for an  Orpheus Registrar to maintain the reportable communicable disease surveillance system for the public health division.  Orpheus is a joint database development and integration effort co-sponsored by the Acute and Communicable Disease Prevention (ACDP) and the HIV, Sexually Transmitted Disease and Tuberculosis (HST) Programs within the Oregon Public Health Division.

What will you do?
As the Orpheus Registrar, you will maintain the integrated electronic disease surveillance system intended for local and state public health epidemiologists and disease investigators to efficiently manage communicable disease reports. You will monitor, analyze and report incoming data from multiple electronic data sources to identify and rectify duplicate case data. You will troubleshoot and analyze system reporting and data processing problems for impact on other work units. In addition, you will collaborate with the developer team to evaluate and enhance existing communicable disease databases and design database enhancements by creating new programming scripts and modifying database layout design as needed.

In this position, you will evaluate the Center for Disease Control (CDC) reporting regulations and meet with epidemiologists to adjust Orpheus by adding new exposure questions and by modifying the export scripts to send new data to the CDC. You will verify that specific disease variables collected in Orpheus are in line with CDC expectations and implement modifications as needed. You will facilitate groups with the interoperability director and issue recommendations to correct errors for system improvements to prevent future errors and coordinate activities. This position analyzes performance measures to monitor and improve the quality of data.

Requested Skills
  • Must have college-level coursework that includes at least three quarter units in business or technical report writing, three quarter units in quantitative analysis or statistical principles, and six quarter units in computer concepts and microcomputer applications such as word-processing, spreadsheets and databases OR one year of experience gathering data from various sources and using software applications to retrieve, edit or tabulate data into forms or reports.
  • Experience working with epidemiologic surveillance systems.
  • Experience managing databases which includes monitoring, analyzing, compiling and reporting.
  • Experience maintaining data integrity.
  • Experience evaluating and designing database enhancements and system improvements.
  • Experience troubleshooting systems for data processing errors.
  • Experience compiling data to generate customized reports.
  • Proficient in Word and Excel.
  • Experience promoting a culturally competent and diverse work environment.
