Engineer - Traffic/Transportation

Salary: $57,209.00 - $111,260.00 Annually
Pay Grade: P42

Location: New Port Richey

General Description: Highly complex and specialized engineering work. Duties include planning, coordinating, and reviewing the work of technical engineering applications submitted by the consulting engineers engaged in the design and permitting of development plans.

EMERGENCY RESPONSE/RECOVERY ACTIVITIES:  All employees will be required to work before, during, or after an Emergency. During an Emergency employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens. Essential Job Functions:Provides technical review of engineering and consultant's designs, plans, and specifications for traffic signals, street lighting, and permits and prepares review comments. Conducts specialized engineering analysis of complex traffic signal intersections and systems under the supervision of the division manager. This position will use SYNCHRO and Highway Capacity Software to analyze intersection levels of service and propose needed intersection and segment improvements. Position will supervise the SCATS and CENTRACS automated traffic management system (ATMS). This position will conduct, coordinate and work with Traffic Signal Techs, ITS Tech and Lead Traffic Signal Tech. Prepares project status reports and schedules as required. Makes engineering investigations and prepares reports on findings. Performs consultant coordination and responds to citizen and public official requests. Develops and supervises the implementation of traffic signal and system timing plans. Coordinates re-timing activities and monitors Intelligent Transportation System (ITS) control room operations; manages construction and operation of special projects such as adaptive traffic control systems, and Advanced Transportation Management System (ATMS) deployments.

  • Performs related work as required. Knowledge, Skills and Abilities:Knowledge of the principles and practices of traffic signals and street lighting or the ability to learn the task.
  • Knowledge of modern engineering procedures and techniques as they apply to traffic signal studies and design or the ability to learn the task.
  • Ability to give technical and professional review to a wide variety and large volume of signal design, signal system and street lighting plans, specifications, and related documents.
  • Ability to present clear and concise reports, orally and in writing.
  • Working knowledge of Florida Department of Transportation (FDOT) standard specifications and indexes, the Manual of Uniform Traffic Control Devices (MUTCD), traffic signal analysis packages (SYNCHRO, HCS) and the FDOT Manual or Uniform Traffic Studies or the ability to learn the task.
  • Ability to read and interpret complex engineering plans and specifications.
  • Ability to meet and work with the public, contractors, FDOT and CEI personnel makes presentations, and reply to complaints.
  • Experience working with Intelligent Traffic Management Systems and ITS center operations is preferred.
 Minimum Requirements:PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication. 

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a bachelor's degree in Civil Engineering. Five (5) years of experience in the field of civil engineering in design and maintenance of traffic signal systems, traffic signals and roadway lighting.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:   Must possess a valid driver's license. Must be a registered Professional Engineer in the State of Florida. Must obtain FDOT Advanced Maintenance of Traffic Certification within 6 months of hire.
