This is a full-time, limited duration employment opportunity for anyone to apply. Current State of Oregon employees may have an additional option as a job rotation. This position is represented by a union. 

Limited duration positions are benefit eligible positions with a designated maximum length of service. This position is expected to last 18 months; however, it could end at any time or be extended.

The Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS) shared services Publications and Creative Services in Salem, OR is currently recruiting for Covid-19 Publications Designer.

What will you do?
As the Covid-19 Publications Designer assigned to the Oregon Health Authority's Health Information Center (HIC), you will design, produce and coordinate the distribution and printing of major HIC publications and materials while consulting with and advising communications staff on the concept and desired look-and-feel for all types of publications. You will produce custom graphics for a variety of HIC publications, including the COVID-19 website, the COVID Vaccinations website, the daily Coronavirus Update newsletter, and OHA's social media, using traditional tools such as pen-and-ink, charcoal and watercolor and Adobe Illustrator and Photoshop. You will attend daily HIC update and planning meetings, as well as Publications and Creative team services meetings. You will be working in applications like Adobe InDesign, Adobe Illustrator, Adobe After Effects, Adobe Premiere, Adobe Animate, Adobe Audition and using the Creative Cloud collaboratively. You will use scanners, digital cameras, printers, video cameras and other specialized electronic equipment.

What are we looking for?
Requested Skills
·       Minimum requirements: Four years of graphics arts design production experience. A Bachelor's or Associate degree in Graphic Arts may substitute for two years of experienceA Bachelor's degree in Fine Arts with a minimum of 18 quarter (12 semester) hours of graphic arts courses may substitute for one year of the experience. The top candidates on the list will have specialized training or experience in color separation and correction, scientific illustration, and/or graphics or web software.
OR

·       WEB DESIGN SPECIALIST OPTION - Two years of web design, authoring and maintenance which includes direct technical consultation with customers, and coordinating web design projects through implementation and subsequent maintenance, AND experience on various computer platforms, scripting languages, software programs, web browsers, networks, scanners, and conducting research on new software programs. One year of desktop publishing, which includes compiling and producing information for wide dissemination (such as a newsletter), may substitute for 1 year of the required experience.
AND

·       Understand the creative process of generating, developing and communicating ideas.
·       Ability to communicate the intended direction of your creativity.
·       The ability to explain typographic choices and why those choices have a basis in application, rather than being purely aesthetic.
·       Understanding Section 508 of the Rehabilitation Act of 1973 in 1998 and how to design solutions that meet accessibility requirements.
·       Experience using Adobe's application suite.
·       Awareness on how to create culturally appropriate design solutions.
·       Knowledge and /or experience in designing to accommodate multiple languages.
·       Understanding branding guidelines.
·       Knowledge of how to manage your time, deadlines, and complex project assignments.
·       Understanding of Design Principles
·       Experience in taking complex solutions and make it easy for the target audience to understand.
·       Experience promoting a culturally competent and diverse work environment.
