Job Description

The New York City Department of Health and Mental Hygiene (NYC DOHMH)'s Office of Emergency Preparedness and Response (OEPR) was created to promote DOHMH's and NYC's ability to prevent, prepare for, respond to, and recover from health emergencies.

OEPR coordinates agency-wide emergency preparedness planning, exercises and training, evaluation of incident response, exercise performance and coordinating with community stakeholders, city, state & federal partners on public health emergency planning and response.

OEPR's work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work.

OEPR's employees are expected to align their work with OEPR's efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible. 

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

• Develop and execute comprehensive agency-wide and multi-agency emergency preparedness exercises, including discussion based, functional and full scale exercises.

• Provide technical support to multiple DOHMH programs and healthcare entities, in the development, implementation and evaluation of exercises and training relating to the emergency management cycle.

• Represent DOHMH at exercise and training meetings convened by NYC Emergency Management, including participating in the development of and participation in citywide exercises.

• Develop, direct and implement compelling emergency management exercises, including contract management, setting exercise objectives, assembling key stakeholders, providing technical assistance to ICS Emergency Response Groups in accordance with HSEEP guidelines, and working with DOHMH's Evaluation unit in developing evaluation tools.

• Develop a robust multi-year exercise plan and co-facilitate an annual Training and Exercise planning workshop by conducting exercise and training needs assessment with ICS emergency response group representatives, liaisons, and other key stakeholders.

• Provide exercise technical assistance to DOHMH programs and healthcare systems stakeholders as appropriate and needed

• Participate in external exercise planning, coordinate DOHMH involvement in external exercises, identify and liaise with internal and external agency partners on exercise and training related matters.

• Facilitate grant required exercise in accordance with HSEEP guidelines.

• Work closely with OEPR's Planning unit and Evaluation unit to identify exercise documents based on current plans and corrective actions from After Action reports and ensure those corrective actions have been adequately addressed.

• Coordinates with the Bureau of Healthcare and Community Readiness within OEPR and their partners within the community to develop and execute exercises within the community to increase resilience among vulnerable populations.

• It is expected that the Exercises Coordinator, will be a key member of the agency's incident command structure during emergency events, which may include 24 hour availability.

Minimum Qual Requirements

1.Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or

2.A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1” above; or

3.A satisfactory equivalent combination of education and experience. However all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in “1” above.

Preferred Skills

• Experience conducting emergency preparedness exercises and operating within an Incident Command System environment.

• Working knowledge with the Department of Homeland Security's, Homeland Security Exercise and Evaluation Program (HSEEP) preferred.

• A FEMA certified Master Exercise Practitioner (MEP) is strongly preferred.

• exceptional communication and interpersonal skills and be able to coordinate a large number of projects simultaneously under pressure with very tight deadlines.

• strong writing and presentation skills.

• Experience working with NYC agencies is preferred.
