The Hazardous Waste and Toxics Reduction Program within the Department of Ecology is looking for a Communications Consultant. This position is located in our Headquarters Office in Lacey, WA.
The mission of the Hazardous Waste and Toxics Reduction (HWTR) Program is to protect Washington’s residents and environment by reducing the use of toxic chemicals, safely managing dangerous waste, preventing new contaminated sites, and cleaning up contamination. The HWTR vision is to be national leaders in minimizing and eliminating the impacts of toxic chemicals and hazardous waste.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. Ecology is following current state guidance regarding building occupancy, mask requirements, health screening questions before entry, and social distancing.

Duties
What you'll do:
You will provide communications support to the Reducing Toxic Threats unit and the implementation of the Safer Products for Washington law. Specifically, you will:
- Collaborate with a team to write and edit communication products and develop communication strategies.
- Plan, conduct, and facilitate productive, timely, inclusive, and interactive stakeholder events that meet goals and clearly communicate next steps.
- Strategize, write, and edit technical files in collaboration with a team.
- Lead, manage, and coordinate complex projects.
- Support fair treatment and meaningful involvement of diverse audiences by incorporating best practices for Environmental Justice principles, the Healthy Environment for All (HEAL) Act, Civil Rights Act Title VI, and the Americans with Disabilities Act (ADA).

The Reducing Toxic Threats (RTT) Unit supports the implementation of consumer product laws and regulations to reduce the impacts of toxic chemicals in our everyday lives. This position is a vital and integrated member of our team, providing the critical communication support that helps us do our work more effectively.
- Support our regulatory efforts related to toxic chemicals in products, educating the public about these chemicals, and developing policies to reduce or eliminate the use of toxic chemicals whenever possible.
- Work with a dynamic group of professionals to provide communication support to ensure HWTR is able to meet our strategic objectives for open and inclusive interactions with regulated communities and the public.
- Have the opportunity to help implement the state’s new environmental justice law and work with our agency’s senior environmental justice staff.
Qualifications
This is an In Training opportunity: The goal class for this position is a Communications Consultant 3 (CC3). We will consider applicants who meet the requirements for both the CC2 and CC3 levels. If the finalist meets the requirements at the CC2 level, they will be hired as a CC2 and will be placed in a training program to become a CC3 within a specified period of time.
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational, volunteer and lived-experience. See below for how you may qualify.
At the Communications Consultant 2 level: Range 47 ($3,701 - $4855 monthly)
Option 1:
Five (5) years of education and/or experience:
- Education: in English, communications, journalism, technical writing, humanities, public relations, project management, environmental management, natural science, political science, policy, or related field.
- Experience: developing and maintaining stakeholder relationships and communications, including using simple and clear language to communicate complex technical information.
This experience may include:
- Creating written and visual content for publications, web, blogs, social media, or other outreach materials.
- Developing and implementing communication plans.
- Writing and editing technical information, including information related to laws or regulations.
- Building and maintaining relationships with stakeholders, including those with varied or diverse views.
- Communicating technical or legal information effectively to audiences with varying levels of expertise or knowledge of the subject.
Option 2:
- Bachelor’s in English, communications, journalism, technical writing, humanities, public relations, project management, environmental management, natural science, political science, policy, or related field.
- One (1) year of experience developing and maintaining stakeholder relationships and communications, including using simple and clear language to communicate complex technical information, which may include experience as described in option one.
All experience and education combinations that meet the requirements for this position:
At the Communications Consultant 3 level: Range 51 ($4,083 - $5,361 monthly)
Option 1:
Seven (7) years of education and/or experience:
- Education: in English, communications, journalism, technical writing, humanities, public relations, project management, environmental management, natural science, political science, policy, or related field.
- Experience: developing and maintaining stakeholder relationships and communications, including using simple and clear language to communicate complex technical information.
This experience may include:
- Creating written and visual content for publications, web, blogs, social media, or other outreach materials.
- Developing and implementing communication plans.
- Writing and editing technical information, including information related to laws or regulations.
- Building and maintaining relationships with stakeholders, including those with varied or diverse views.
- Communicating technical or legal information effectively to audiences with varying levels of expertise or knowledge of the subject.
Option 2:
- Bachelor’s in English, communications, journalism, technical writing, humanities, public relations, project management, environmental management, natural science, political science, policy, or related field.
