The City of Leawood, Kansas will be accepting applications for the Fire Prevention Lieutenant until May 9, 2022.
The Fire Prevention Lieutenant position is a benefits eligible 40 hours a week non-exempt position; health, dental, vision and retirement benefits. The Fire Prevention Lieutenant is eligible to receive merit based pay increases every year and a Time In Service Bonus every three years of employment based upon the employee's anniversary date.
Summary/Objective
The Fire Prevention Lieutenant performs a variety of technical and specialty work within the Fire Prevention Division under the direction of the Division Chief of Prevention/Fire Marshal. This includes public education, fire code enforcement, fire investigations, and other technical services necessary for Fire Department operations. This position responds to incidents in a timely and effective manner when requested by the Incident Commander or Fire Marshal; operates safely on emergency incidents while following accepted NIMS / ICS standards; understands and carries out assignments as instructed; works as a member of a team or independently when required to achieved assigned tasks. This position requires independent judgment and broad technical proficiency with a moderate level of review and guidance.
Essential Functions / Responsibilities
- Conducts inspections of commercial, residential, and public assembly buildings; conducts technical inspections on various facilities for operational based code and regulatory compliance, including hazardous materials.
- Performs inspection activities for various new construction projects, including business license and certificate of occupancy related inspections. Prepares applicable reports.
- Performs inspection and acceptance testing of fire protection systems including their associated equipment in City, residential, and commercial buildings.
- Responds to complaints of fire and life safety hazards in buildings or residences within the City.
- Responsible for preparing and issuing written notices of code violations identified while performing fire and life safety inspections.
- Performs follow-up inspections as required to verify fire code compliance.
- Interprets building plans to verify fire code compliance while conducting inspections. This includes commercial projects such as new construction, multi-family residential, additions, remodels, or tenant improvement projects.
- Advises developers, architects, contractors, engineers, property owners, and business owners regarding fire code requirements and/or fire prevention features such as building design, construction materials, and fire protection systems. Works with other City Departments and Staff during the application, plan review, and permitting process.
- Communicates with owners and/or contractors on construction project related fire code issues; maintains records and prepares reports as required. Provides technical assistance to City field inspection staff on fire code related issues. .
- Performs inspections and assists with the issuance of permits for Fire code regulated operations such as Fireworks Displays, Open Burning, and the Use of Temporary Tent/Membrane type of structures.
- Performs inspections of Blasting Operations and Blasting Sites. Responsibilities include meeting with blasting contractors to review blasting operations and responding to and investigates blasting complaints.
- May respond to significant fire incidents to render first aid; may maintain command and control until relived by an operations Fire Battalion Chief, or Fire Captain; responds to any incident when requested by the Incident Commander or Fire Marshal.
- Conducts origin and cause fire investigations for reported incidents when requested by the Fire Department or Incident Commander. Prepares written reports of findings and testifies in legal proceedings as required.
- Responsible for developing, presenting and evaluating fire prevention training and informational programs for the public.
- Responsible for developing, presenting and evaluating fire investigation and prevention training for Fire Department personnel on fire investigation, life safety, inspections, and related fire prevention topics.
- Responsible for responding to, investigating, and resolving citizen inquiries and/or complaints.
- Monitors the appearance, condition, and operability of assigned apparatus and equipment.
- Maintains proper personal appearance and hygiene as necessary to project a professional image for the City and Fire Department.
- Provides technical expertise to the Fire Department in the absence of the Fire Marshal or Fire Prevention Captain.
- Keeps abreast of fire prevention best practices and current trends through legal publications, seminars/workshops, conferences and professional associations.
- May take on the responsibilities of the Fire Prevention Captain in his/her absence.

Minimum Qualifications / Requirements
- Ability to understand principles, practices, and techniques of current fire suppression.
- Ability to read, write, and understand the English language with proper spelling and grammar to communicate effectively both orally and in writing.
- Ability to protect and maintain confidentiality of information.
- Ability to prepare clear and concise work related reports.
- Ability to read and interpret a wide variety of plans and specifications relevant to permit consideration.
- Ability to read floor plans, architectural/engineering drawings, or fire protection systems drawings and/or proposals, and figure hydraulic calculations.
- Ability to prioritize work and meet deadlines with effective results.
- Ability to use safe work practices while on the job, including following proper and stablished procedures in the use of equipment, and wearing the appropriate and/or required safety and personal protective gear.
- Ability to work in weather extremes such as snow, rain, storms, heat, cold, and any other weather indigenous to the area; make technical decisions quickly and calmly during stressful conditions.
- Standard office procedures, systems and practices including the use of a computer.
- Utilize computers and software programs to include designated records management system to produce documents, reports, graphs, presentations, etc.
Education, Training, and Certification Requirements
*The Fire Chief will have final approval over training or education equivalence.*
- Minimum of an Associate’s degree or greater from an accredited institution of higher learning.
- Must have a minimum of six (6) years of increasingly responsible fire service experience in a career paid position.
- Completion of Firefighter I & II, Hazardous Materials Operations Level, Inspector I, Instructor I, Officer I, NFPA compliant coursework. IFSAC or Pro Board Certification preferred.
- Must have and maintain a minimum of a CPR/AED/Basic First Aid Certification. Certification as a Kansas State Emergency Medical Technician—KBEMS, preferred.
- Must have Fire Inspector I and II Certification from NFPA or ICC or ability to obtain within one (1) year of hire or promotion.
- Must have Fire Investigator Certification from an approved entity (IAAI, NFAI, IFSAC, Pro-Board, or KSFMO) or ability to obtain within (2) years of hire or promotion.
- Must have Fire Officer Designation through the Commission on Professional Credentialing or ability to obtain within one (1) year of hire.
- Must be able to obtain within a timeline established by the Fire Marshal and/or Fire Chief upon hire or promotion an Expert Witness Credential in fire investigation through accredited agency (KSFMO, IAAI, NFA, ATF, FBI, preferred) and Juvenile Firesetter Training.
- Completion of NIMS ICS IS 100, IS 700, IS 200, IS 800, ICS 300 within one (1) year of hire.
- Must possess a valid driver’s license and acceptable driving record per the City’s drivers Use of Vehicles for City Business policy throughout employment with the City.
