ODNR owns and manages state parks, state forests, state nature preserves and wildlife areas. We license all hunting, fishing and watercraft; oversee and permit all mineral extraction, monitor dam safety, manage water resources and serve as the second largest Law Enforcement presence in the State of Ohio.
We are accepting applications for a Program Administrator 1 within the Division of Parks & Watercraft, headquartered at Central Office in Franklin county. What you will do…
  • Serve as an integral part of a new sustainability effort in Ohio’s state parks (i.e., oversee the plan, effort & certification program);
  • Work with managers & division personnel to ensure an understanding & implementation of best practices related to sustainability;
  • Track program progress (e.g., audit sites, gather feedback, report findings) & evaluate success of sustainability initiatives;
  • Develop communication plan to promote sustainability efforts;
  • Collaborate & maintain relationships with other entities with sustainability programs;
  • Stay relevant & effective with division efforts;
  • Serve as a division resource & assist in the mission to provide exceptional outdoor recreation and boating opportunities by balancing customer service, education, protection and conservation of Ohio's state parks and waterways.

Official Position Description:
In the Division of Parks & Watercraft, acts for administrator & provides program direction for the division’s Sustainability Program: provides oversight of sustainability plan, effort & certification program; works with division staff to ensure an understanding of & implement best sustainability practices; develop communication plan & to promote sustainability efforts; tracks program progress (e.g., audit sites, gather feedback, report findings) & evaluate success of sustainability initiatives; serves as a liaison between administrator & ODNR divisions/offices & other government entities; independently answers complex inquiries &/or correspondence; transmits decisions & directives; determines new efforts & makes recommendations to administrator; establishes & maintains relationships with other entities with sustainability programs; travels throughout the state & represents administrator at meetings; formulates & implements program policy & assumes responsibility & authority in administrator’s absence. 
Researches & analyzes programs, procedures & policies regarding the sustainability program; provides reports for program initiatives; stays relevant & effective in program area; serves as a division resource & provides technical advice to aid administrator in decision making.

Manages business functions of administrator’s office; prepares & administers the process for determining & tracking sustainability efforts; tracks progress of efforts & spending to ensure compliance with plan; prepares, administers & tracks budgets; coordinates specific auxiliary functions falling under authority of supervisor.

Performs public relations duties; researches & responds to inquiries & complaints about assigned program; furnishes information & explains program to internal & external stakeholders; represents division at meetings & conferences (e.g. department, division, federal, state & community agencies); writes position papers & reports.
 

Qualifications

 
Completion of undergraduate core program in business administration, management science or public administration; 12 mos. trg. or 12 mos. exp. in supervisory, administrative &/or managerial position which involved limited research & public contact.

-Or completion of undergraduate core program in academic field commensurate with program area (natural resources, environmental studies/sciences); 12 mos. trg. or 12 mos. exp. in supervisory, administrative, managerial &/or staff position which involved limited research & public contact. 

-Or 36 mos. trg. or 36 mos. exp. in business administration, management science or public administration. 

-Or equivalent of Minimum Class Qualifications For Employment noted above.
 
KNOWLEDGE: Business Administration, Management Science, or Public Administration; Public Relations; Agency Policies & Procedures (department, division); Government Structure & Process (federal, state, local); Natural Sciences (environmental sciences). SKILL: Word Processing (Microsoft Office Suite); Equipment Operations (Computer, general office equipment). ABILITY: Reasoning; define problems, collect data, establish facts & draw valid conclusions; Numerical: calculate fractions, decimals & percentages; Verbal: develop complex reports & position papers; Clerical: gather, collate & classify information about data, people or things; Interpersonal: handle sensitive inquiries from & contacts with officials & general public.
COMPETENCIES: Evaluating Information to Determine Compliance w/ Standards; Analyzing Data or Information; Updating & Using Relevant Knowledge
