Forestry/Agriculture Management Best Practices Expert

Keeping Washington Clean and Evergreen

The Water Quality Program within the Department of Ecology is looking to fill a Forestry/Agriculture Best Management Practices Expert (Environmental Planner 4) position.
 
This position is located in our Headquarters Office in Lacey, WA.
 
Upon hire, you must live within a commutable distance from the duty station.
 
 Are you interested in working on water quality policy issues? In this position, you will work with technical and policy experts on implementing the state Nonpoint Source Pollution Program and TMDL (water clean-up) Program by:
  • Leading the development of Agricultural Best Management Practices Guidance
  • Evaluating the effectiveness of the State’s Forest Practice Rules
  • Helping with policy issues related to Water Clean Up Plans- Total Maximum Daily Loads
  • Helping with implementation of the State Nonpoint Pollution Control Program

 Given the importance ensuring we are putting effective practices on the ground to address nonpoint pollution, we need a team member with strong research skills and ability to convey complex information in a clear and concise manner. We need somebody with great communication and organizational skills to assist us in coordinating inside and outside of the program.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Duties


What makes this role unique? 
Nonpoint source pollution is the state’s largest water quality problem. The Watershed Planning Unit works on statewide policy issues related to the implementation of the state’s nonpoint source and TMDL programs under the Federal Clean Water Act and Washington State’s Water Pollution Control Act. Our team works with staff around the state to lead efforts to clean up Washington waters. This position serves as the lead planner responsible for developing nonpoint best management practice (BMP) guidance and representing Ecology on the forest practices adaptive management program’s Comprehensive Monitoring, Evaluation, and Research Committee (CMER). 
 
This is a great opportunity to be involved in a variety of projects with statewide significance. You will conduct research on complex issues, help our program think through the intersection of science and policy, and provide policy and technical advice to staff around the state.
 
 We are looking for a senior level staff person who can work in both scientific and policy areas. If you want put science into action, this may be a great opportunity for you.

What you will do: 
 
  • Serve as Ecology’s scientific/technical representative on the Comprehensive Monitoring, Evaluation, and Research Committee (CMER) which evaluates the effectiveness of the forest practices rules and proposes ways to ensure the rules are effective.  
  • As Ecology’s representative on CMER, help design, and review scientific studies that assess effectiveness of forest practices rules. 
  • Participates in periodic evaluations of the forest practices program in association with partners and recommends program revisions. Identify critical or emerging issues. 
  • Lead the development of the Voluntary Clean Water Guidance for Agriculture (BMP Guidance). 
  • Research and interpret primary and secondary sources of BMP effectiveness research, translate that research into recommendations, write guidance and supporting technical papers, review the work of other staff working on the guidance, and coordinate the stakeholder group working the guidance.  
  • Review and comment on TMDLs, and help identify and develop solutions to policy issues related to Water Clean Up Plans- Total Maximum Daily Loads.
  • Provide policy and technical advice to regional staff.


Qualifications

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1:
A Bachelor's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field 

AND 

Five years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 2:
A Master's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field 

AND 

Three years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 3:
One year of experience as an Environmental Planner 3 at the Department of Ecology


Desired Qualifications:

  • Knowledge of state and federal water quality and endangered species regulations and policies. 
  • Experience representing an agency on complex or controversial issues with other agencies. 
  • Demonstrated ability to evaluate and effectively communicate about complex technical water quality issues, review complex studies, and develop technical guidance documents.
