Additional Information: The City of Leawood offers career development opportunities in which the employee could increase their experience, training, and pay. The position is eligible to receive merit based pay increases every year. Employees also receive a Time In Service Bonus every three years of employment on their anniversary date equal to 5% of their annual salary.
Summary of the Position: The Planning Official develops and manages the City’s planning operations and development review, oversees the day-to-day operations of the Planning Department, participates in the development of the Comprehensive Plan update, and acts as main point of contact for the Planning Commission.
General Overview of Responsibilities:
- Coordinates the review of all land use and development applications. Assigns Planners cases, assists in review and meets with applicants as needed.
- Responsible for the overall review of commercial and residential development and sign applications to ensure conformity with the principles of good planning and land use practices and for compliance with the City of Leawood’s Development Ordinance, codes, policies and guidelines.
- Oversees the review and approval process of planning development applications from submission through construction. Ensures the projects met established project deadlines.
- Oversees the coordination and management of the Comprehensive Plan and Development Ordinance, including development ordinance amendments, presentations and special projects.
- Oversees the maintenance of department planning files including development ordinance amendments, development application case files, the Comprehensive Plan, subdivision, and zoning.
- Oversees the long-range planning and private land use for the City, including overseeing initial project review processes and appeals processes to ensure future growth and development needs of the City are adequately met.
- Responsible for reviewing Planner staff reports on all land use and development applications that will be presented to the Planning Commission and Governing Body.
- Provides direction to the Planners on landscape reviews to ensure compliance with approved plans and ensuring annual landscape report is completed accurately.
- Reviews public records for ownership and zoning concerns for compliance with ordinances.
- Responsible for the coordination of the Planning Commission. Acts as main point of contact and administrative support for the Planning Commission and will be required to attend meetings.
- Assists the Director of Planning in the development and implementation of department goals, objectives, policy and procedures and formulation of short-term and long-term development and improvement programs.
- Responsible for maintaining department files on City Council and Committee related approved agenda items, resolutions and projects. Responsible for the hiring, training, supervising and evaluation of the Planners.
- Conducts employee performance appraisals, provides development opportunities and performance improvement needs, and handles disciplinary actions.
- Oversees the management of the departmental invoices, purchase requisitions for approval signatures, and maintenance of records.
- Responds to inquiries from the development community and members of the public concerning zoning and subdivision regulations and ordinances. Represents the City and Planning Department on a variety of city committees.
- Attends City Council meetings as needed.
- Acts as main point of contact for applicants throughout the development review process, including organizing and leading meetings with internal staff, external participants and applicants.
- May take on the responsibilities of the Director of Planning in his/her absence.
Minimum Requirements: Must have a Bachelor Degree in Planning, Landscape Architecture, Architecture or related field. A Master’s Degree in Planning, Landscape Architecture, Architecture or related field would substitute for one (1) year of experience. Must have a minimum of ten (10) years of experience in planning or community development in a municipality. Municipality experience, preferred. Must have a minimum of two (2) years of supervisory or lead experience. Supervisory or lead experience includes assisting in the completion performance appraisals, directing or employee's daily work assignments. Must have and maintain Certified Professional Planner designation through America Institute of Certified Planners.
