Project Planner (Housing)

Description
Performs intermediate skilled technical work managing the environmental assessment process for housing projects and completing reports for appointed/elected body consideration; and related work as apparent or assigned. Work is performed under the limited supervision of the Principal Planner.

Examples of Duties:
  • Manages the environmental assessment and review process for federally funded housing projects. Works in collaboration with the City of Winston-Salem Community Development Department and the Forsyth County Community and Economic Development Department to implement housing initiatives and achieve stated goals.
  • Completes reports, research projects, and site assessments; prepares recommendations to elected/appointed officials; researches existing policies, best practices, policies of peer cities, and collaboration with City/County staff or other stakeholders.
  • Leads selected project assignments and manages consultant-prepared projects; establishes timelines for completion, research existing conditions, latest trends and best management practices, and prepare final report. For consultant projects, develop RFP, manage consultant selection process and ensure adherence to contract scope and timeline; collaboration with other departments and community members and presentations to elected officials/community groups may also be required.
  • Manages projects to execute the Planning and Development Services Department's key work program items; assesses internal and external customer needs, maintains deadlines and milestones, facilitates meetings, researches best practices and existing conditions and presents project results to staff, the public, Planning Board and elected/appointed officials.
  • Represents the department at various meetings with citizens, business interests, and elected/appointed officials; meets with stakeholder groups and meetings with elected/appointed officials; Project Planner is also responsible for keeping supervisor appraised of progress.
  • Assists with long-range planning efforts. May lead smaller area or topic-based plans which include extensive community input and interdepartmental collaboration; completes project management; sets timelines, researches development trends and existing conditions, drafts recommendations for future development; prepares final reports; engages stakeholders and citizens at public meetings.
  • Completes ordinance amendments as assigned; researches existing ordinances or similar ordinances in peer cities; identifies stakeholders, and best practices; leads stakeholder meetings and facilitates discussions as needed; presents draft amendments to City/County, elected/appointed boards.
  • May be required to work outside normal work hours. 
  • Performs other duties as apparent or assigned.

Typical Qualifications

Education and Experience:
Master's degree in planning, geography, architecture, landscape architecture or related field and considerable experience with planning and development principles and regulations, progressively responsible project management and public presentation experience; or equivalent combination of education and experience.

Knowledge, Skills and Abilities:
Knowledge of City policies and procedures; knowledge of fiscal and project management; knowledge of the principles and practice of public planning and of development regulations and processes; knowledge of the environmental assessment and review process for federally funded housing projects; ability to manage projects, including coordinating the work of other staff; ability to complete assignments with minimal direction and supervision; ability to work effectively individually and as a member of a team; ability to define problems, collect data, establish facts and draw valid conclusions; ability to analyze and systematically compile technical and statistical information and to prepare and present reports based on that information; excellent writing and public presentation skills, including the ability to present complex information in a concise and understandable manner to appointed/elected officials and the public; advanced skill in using Microsoft Word, Excel, Access, PowerPoint software, and position specific software; ability to respond effectively to inquiries and complaints and solve complex problems; ability to establish and maintain effective working relationships with supervisors, co-workers and members of the public.

Physical Requirements:
This work requires the occasional exertion of up to 50 pounds of force; work regularly requires using hands to finger, handle or feel, frequently requires sitting, speaking or hearing and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office, light traffic).

Supplemental Information

Special Requirements:
  • American Institute of Certified Planners (AICP) or other specialized certification (Recommended)
  • Valid Driver's License
