Duties & Responsibilities:
 
Perform calculations for waste load allocations (WLAs) and water quality-based effluent limits for individual wastewater treatment facilities as assigned by the lead worker/Environmental Engineer Senior (EES). For each assigned project, a detailed documentation of parameters and assumptions used in the calculations will be prepared and submitted for approval by the lead worker/EES.
 
Perform review and analysis of technical issues related to WLAs and WLA methodologies as assigned by the supervisor or lead worker/EES. Tasks may include review of technical papers, permittee-submitted site-specific studies, EPA guidance documents, or similar document, and analysis of ambient monitoring data or EPA-generated data. Following review of assigned projects, a technical briefing or summary may be requested by the supervisor or lead worker/EES.
 
Assist in the review/promulgation of water quality standards (WQS) as assigned by the supervisor or lead worker/EES. Perform work elements to support WQS review. Work elements may include reviewing technical guidance documents, preparing summary reports, performing economic analyses, assembling data, or completing similar special projects. For each assigned work effort, submittal of timely draft products may be requested by the lead worker/EES for review and approval.
 
Assist the lead worker/EES in assembling water quality modeling input data including, but not limited to, stream hydraulics/hydrology, pollutant background concentrations, and rate coefficients. Participate/assist in field studies to collect data as needed or requested. Run water quality models to determine required WLAs.
 
Provide technically sound documentation of critical calculations and technical sources. Submit documentation and modeling results for review and approval by the lead worker/EES. Assist the lead worker/EES in reviewing and selecting new or updated models for use by the department.
 
Essential Functions
 
  • Applies complex physical and biological interactions with pollutants using engineering principles
  • Uses Iowa's Waste load Allocation Procedure manual to complete appropriate calculations
  • Performs calculations for waste load allocations (WLAs) and water quality-based effluent limits for individual wastewater treatment facilities
  • Reviews technical papers, permittee-submitted site-specific studies, EPA guidance documents, or similar documents,
  • and analysis of ambient monitoring studies or EPA-generated data
  • Uses advanced knowledge of hydrologic and hydraulic processes in preparing WLAs

Graduation from accredited college of engineering.

A competitive pay plan and rewarding work. The starting salary for new state employees is expected to be at the base of the pay range. You can expect a salary increase after your first six months, and then annual consideration afterward.

Minimum Qualification Requirements
Graduation from an accredited college or university with a Bachelor's Degree in Environmental, Sanitary, Civil, Chemical, Nuclear, Mechanical, Industrial, Agricultural, Biomedical, or Public Health Engineering;
OR
Licensure as a Professional Engineer by the Iowa Board of Engineering Examiners.
