OPERATIONS MANAGER-DEVELOPMENT CENTER
Under the direction of the Department of Neighborhood Services (DNS) Commissioner and Development Center Manager, the Operations Manager-Development Center manages or supports departmental projects and operations associated with the development process, including business planning, process improvement, and performance measurement. The person in this role is responsible for interdepartmental and intradepartmental coordination of projects, communications, and implementation.
ESSENTIAL FUNCTIONS
Leadership and Departmental Representation
- Represent the department on business interests for the City of Milwaukee Land Management System (LMS), an enterprise-wide technology initiative that provides residents and businesses round-the-clock online access to government services.
- Supervise the technical and clerical staff overseeing projects, ensuring that activities are performed in a quality and timely manner.
- Serve as technical advisor to plan exam staff regarding plan review policies and procedures for large and complex plan submittals.
- Assist the Development Center Manager with managing the daily operations of the Development Center.
Research, Analysis, and Implementation
- Analyze current or potential departmental operations and recommend appropriate courses of action.
- Develop, implement, and maintain customer service processes and procedures.
- Work with teams addressing technology and related business process improvements.
- Produce and evaluate development center data to assess productivity and make operational changes to meet departmental objectives.

MINIMUM REQUIREMENTS
- Bachelor’s degree in planning, architecture, engineering, or a closely related field from an accredited college or university.
- Five years of experience in project management or supervision in an area such as urban planning, plan examination, zoning administration, or economic development.
- Wisconsin Department of Safety and Professional Services (DSPS) certifications within six months of appointment: Commercial Building Inspector, UDC Construction Inspector, and UDC HVAC Inspector.
- Valid Wisconsin Driver's License at the time of appointment and throughout employment.
Equivalent combinations of education and professional experience will be considered.
CURRENT SALARY
The current salary range (Pay Range 1GX) is $91,486-$96,768 annually, and the resident incentive salary range for City of Milwaukee residents is $94,230-$99,670. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
