General Description
This is intermediate level architectural work performed in the office and/or field in connection with the design, bidding, and construction field administration of new municipal buildings, building additions, repairs, alterations, and remodeling. Assignments are received from the Facilities Section supervisor or other higher-level staff who define the scope of the work, review the work in progress and upon completion, and certify the results. The work is characterized by the application of expanded professional architectural expertise encompassing both theoretical concepts and operational considerations gained through experience.

This series is structured to provide for career progression from Architect 1 to 2 and 2 to 3 and 3 to 4 based on increased employee expertise and responsibility, independence of action, complexity of projects, and experience with and knowledge of City buildings, systems, and processes associated with architectural work and public building construction work. Progression to the Architect 4 level is normally contingent upon budgeted vacancies and accomplished by competition or a position study.

Examples of Duties and Responsibilities
Architectural Design
  • Provide expertise and assist with the design of a wide range of remodeling and new construction projects as assigned.
  • Perform, coordinate and oversee the in-house design and hired consultant design of assigned public building projects. This includes the development of plans (architectural, plumbing, heating and electrical working drawings, including site plans, building plans, elevations, sections and details, etc.) and specifications from schematic design through construction drawings. 
  • Review plans and specifications to ensure they comply with project scope and all required codes.
  • Consult with owner agency regarding interior design, furniture design, interior signs, artwork, and other related architectural issues. 
  • Prepare and/or oversee preparation and refinement of cost estimates to ensure project remains within approved budget.
  • Coordinate internal and external multi-disciplinary team members to ensure project remains on schedule and on budget. Identify risks and bring to attention of Principal Architect.
  • Coordinate project components and schedules with City agencies; boards, commissions and committees; contractors; and other entities as necessary. 
  • Coordinate the production of plans and specifications to include all City required documentation. Provide electronic copies of required documents for bidding.
  • Coordinate and implement tangential City goals and requirements (e.g. LEED, SBE, % for Art, and similar initiatives).
 
Project Planning
  • Consult with owner/agency to define the scope of the projects and design parameters.
  • Perform and/or coordinate architectural-related research and special architectural studies.
  • Obtain technical data in the field pertaining to construction sites, current building construction, etc.
  • Assist in developing master plans, space programs, conceptual designs, and other pre-design information.
  • Create building programs and designs based on information from agencies such as master plans, space programming, and designs for all types of building related construction.
  • Prepare project and construction cost estimates.
  • Prepare RFQ/ RFP’s to hire architect/engineer consultants for various remodeling and new construction projects as assigned. Coordinate consultant selection team.
Construction Project Management and Administration 
  • Provide expertise and assist with overseeing and coordinating the construction of assigned public building projects. 
  • Administer contracts per established City procedures (i.e. issue notifications to begin work, review and approve submittals; respond to RFIs; review change order requests; review and approve partial payments, coordinate bid process, perform project closeout, warranty follow up, etc.).
  • Schedule, coordinate and conduct required project related meetings (i.e., pre-bid, pre-construction, progress, etc.).
  • Consult with building contractors and troubleshoot contractor problems in connection with construction projects and bids.
  • Perform and/or oversee performance of construction administration needs to ensure work meets contract plans, specifications and related codes. Interpret the plans and specifications and render an opinion regarding contract compliance. Consult with project team to troubleshoot and resolve contractor problems in connection with construction projects and bids. Ensure that all contract required testing and inspections are performed. Document issues as identified and communicate to General Contractor for resolution. Prepare field observation reports. Monitor and track issues to ensure they are resolved prior to project closeout. 
  • Receive and review required operations and maintenance materials and warranty documentation. Coordinate contractor training for mechanical, electrical, plumbing, custodial, telecommunications, audio/visual, and other operational staff.
  • Ensure that General Contractor has complied with all contractual obligations prior to project close out.
Other
  • Coordinate public works contract standards and procedures.
  • Prepare narrative and statistical reports, drawings, master specifications and other materials as necessary.
  • Attend public hearings, neighborhood meetings, various City board meetings to provide project related reports and information.
  • Maintain related records, files, reference materials. 
  • Perform other related work as assigned.

Minimum Qualifications
  • A bachelor of architecture from a school or college accredited by the National Architectural Accrediting Board (NAAB) plus PLUS one (1) year of professional architectural experience in the design, construction and inspection of new buildings, building additions, repairs, alterations, and remodels;
OR
  • A master of architecture from a school or college accredited by the National Architectural Accrediting Board (NAAB)
If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:
Six (6) years experience in applying the following:
  • Principles, theories, and practices of architectural/engineering design, planning, construction techniques, and materials, particularly as they relate to the professional design and coordination of building construction and remodeling projects.
  • Methods and techniques associated with the construction and inspection of public works projects. 
  • Construction plan review, cost estimating, governmental bidding, and contract processes.
  • Building construction, contract administration, and space needs analysis principles and practices.
  • Energy conservation, energy utilization analysis, and building maintenance principles and practices.
  • Computer aided design systems relevant to building design and construction. 
  • Computer software applicable to the duties of the position, including computer-aided design software. 
  • Construction administration techniques.  
  • Procedural aspects of the City's contracting and capital budgeting processes. 
  • Building Codes applicable to respective projects.
Familiarity with the following:
  • Design and/or coordinate projects and provide necessary follow-through to completion. 
  • Professional architectural/engineering expertise and judgment in the resolution of architectural/engineering problems. 
  • Public speaking before large groups

Special Requirements
Required licenses and/or registration: 
  • Applicants must be eligible to obtain a WI driver’s license at time of application. Successful candidate must obtain WI driver’s license prior to end of twelve-month probationary period. 
Physical requirements:
  • Ability to work for extended time at a computer. 
  • Ability to traverse uneven terrain in all weather conditions and climb a ladder, stoop, reach, etc. to inspect active project sites. 
  • Ability to operate a motor vehicle to get to project sites throughout the City.
  • Meetings will typically be outside of regular work hours (i.e. evenings and weekend).
