Lead Public Affairs Specialist

As a Lead Public Affairs Specialist at the GS-1035-13, some of your typical work assignments may include:
  • Assists with implementing Center's plans, mission, vision, and values and communicating them to team members.
  • Work with Supervisor in planning work to be accomplished by subordinates and helps in preparing schedules for completion of work.
  • Assigns work to subordinates based on priorities, and consideration of the difficulty and requirements of assignments and the capabilities of employees.
  • Evaluates work performance of subordinates and gives advice, counsel, or instruction to employees on both work and administrative matters.
  • Recommends appointments, promotions, or reassignments; identifies training needs of employees, provides, or coordinates development and training.
  • Assist in Planning, organizing, and preparing information items (such as, press releases, photos, flyers, presentations). Assist in coordinating and evaluating written and oral communications that Center directs to specific targeted audiences, the media or government, in accordance with SBA guidelines; Office of Communications and Public Liaison (OCPL) and Office of Congressional and Legislative Affairs (OCLA).
  • Remain informed of policies, procedures, regulations, and legislative actions relevant to the disaster loan program. Stay informed of legislative, regulatory and program changes, and how they impact loan applicants or recipients.
  • Serves as a disaster program Liaison to Congressional offices and Federal, State, and local public/elected officials, and provides them with informational updates and written materials as needed. On behalf of management, coordinates timely information to the appropriate government officials throughout the course of a disaster declaration.
  • Acts as a Liaison for Public Affairs Supervisor and Manager in making public appearances and preparing talking points. Answers media questions and responds to requests for interviews, written data, and information.
  • Monitors media coverage of the disaster programs and provides supplemental information to correct any irregular or inaccurate media information.
  • Actively participates in overall planning and execution of a social media/outreach program.

  • This is a Permanent Position, which is a competitive service status position with a full-time work schedule.
  • Mandatory Overtime may be required to respond quickly and efficiently to disaster survivors, up to seven (7) days a week and ten to twelve hours a day.
  • If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities.
  • A valid driver's license is required.
  • Additional selections may be made from this announcement if identical vacancies occur within 180 days from the closing date.

Requirements:


  • U.S. citizenship is required.
  • You must be able to obtain and maintain a Government travel credit card.
  • Favorable background investigation and credit check are required.
  • You may be required to complete a one-year probationary period.
  • This position is not included in a bargaining unit.


Qualifications:


Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.


Experience:


To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate five (5) of the following:

*Evaluates work performance of subordinates and gives advice, counsel, or instruction to employees on both work and administrative matters.
*Assigns work to subordinates based on priorities, and consideration of the difficulty and requirements of assignments and the capabilities of employees.
*Implementation of organizational plans, mission, team strategies, goals, objectives, and work plans.
*Perform employee assessment and lead diverse team of people, establish work assignments, manage, prioritize, and implement workload balance, ensuring expectations and outcomes are understood and delivered in a timely manner.
*Communicates organizational programs, policies, and procedures (1) either to the public as a member of the media (print, radio and/or television), or (2) to the media (print, radio and/or television) as a representative of an organization. (Media experience must have been communicated directly to the public, e.g. direct written or broadcast reporting).
*Demonstrates ability to oversee and monitor a social media engagement program while adhering to agency and federal guideline.
*Create original content for official social media platforms and monitoring the content on various social media platforms.
