Senior Adjudication Engagement Planner (Environmental Planner 4)



Keeping Washington Clean and Evergreen

The Water Resources (WR) program within the Department of Ecology is looking to fill an Senior Adjudication Engagement Planner (Environmental Planner 4) position. This position can be located in our Headquarters Office in Lacey, WA or our Northwest Region Office (NWRO) in Shoreline, WA. Upon hire, you must live within a commutable distance from the duty station.

Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA. there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $5,956 - $8,008 per month.

Water Rights Adjudication is critical work that impacts water resource protection and management for generations. As the Senior Engagement Planner, you will be responsible for engagement and liaison work with concerned water users, local governments and outside agencies. To do this job well requires initiative, passion, and empathy.

Program Mission: The mission of the Water Resources Program is to is to support sustainable water resources management to meet the present and future water needs of people and the natural environment, in partnership with Washington communities.

Duties


What makes this role unique?
Adjudications are large-scale lawsuits with thousands of water users. We are preparing for the first new general stream adjudications in the state in over forty years. Our success requires creative thinking, perseverance, and attention to detail. In this role, you will engage with external parties like counties and courts to meet adjudication timelines and goals, develop outreach and engagement efforts, and coordinate with agencywide Ecology staff about adjudication goals and messaging.

What you will do:

  • Develop and implement an engagement plan to involve stakeholders in adjudication, including live and online events, presentations and outreach.
  • Work with Adjudication Section team to track deadlines, timelines, and project goals.
  • Coordinate with the communications team on outreach materials such as visual media, video, blog, and web resources.
  • Coordinate with the customer service team to respond to questions from the public.
  • Engage with judiciary and local government staff through regular remote meetings and emails, to coordinate adjudication readiness.
Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

Option 1: A Bachelor’s degree with a major emphasis in land use, urban, regional, environmental planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field AND five (5) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 2: A Master’s degree with a major emphasis in land use, urban, regional, environmental planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field AND three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 3: A Ph.D. with a major emphasis in land use, urban, regional, environmental planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field AND two (2) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 4: One year of experience as an Environmental Planner 3, at the Department of Ecology. 

Desired Qualifications:

  • WATER RESOURCES: Experience working with water systems, water rights permitting, rules, or related resource management projects.
  • PROJECT MANAGEMENT: Experience effectively directing and integrating all aspects of a project, ensuring that work progresses toward achieving goals and objectives. Including prioritizing work, exercising judgment and evaluating ongoing progress.
