Domestic Wastewater Permitting Engineering Associate
The Domestic Wastewater Permitting Engineering Associate processes National Pollutant Discharge Elimination System (NPDES) and Land Application permit applications and reviews applications to ensure applicable standards are met. Ensures application of scientific and engineering principles and Department policies and regulations in determining complex domestic wastewater permit limits. Handles engineering review of complex wastewater treatment systems. Completes complex projects with limited supervision.
Job duties:
- Determines NPDES permit conditions for all varieties of permits, including complex permits. Prepares, drafts, and tracks intermediate permits. Holds meetings with applicants, as needed, to provide information and answer questions. Holds public meetings and hearings as required. This includes general permits with numerous individual coverages.
- Determines Land Application permit conditions for all varieties of permits, including complex permits. Prepares, drafts, and tracks intermediate permits. Holds meetings with applicants, as needed, to provide information and answer questions. Holds public meetings and hearings as required.
- Prepares and tracks all NPDES and ND permits for public notice and final issuance. This includes all technical functions with the permit such as preparing all documents and making final changes to permits before issuance.
- Prepares wasteload allocation requests and special study requests, as applicable. Review special studies with limited supervision.
- Performs reviews of Preliminary Engineering Reports and Construction plans and specifications for all varieties of treatment systems, including complex and advanced wastewater treatment systems. This includes complex Industrial Pretreatment Systems. Prepares permits for construction under limited supervision.
Minimum and Additional Requirements
A master's degree in engineering or architecture and entry-level engineering or architectural work experience may be substituted for the required experience. A master’s degree in engineering and one (1) year of experience in environmental engineering; or a master’s degree in engineering and two (2) years of experience in engineering; or a bachelor’s degree in engineering and two (2) years of experience in environmental engineering; or a bachelor’s degree in engineering and three (3) years of experience as an engineer. The education must qualify the applicant to become registered as a Level A Professional Engineer in South Carolina and must meet one of the education requirements outlined on the South Carolina Department of Labor, Licensing and Regulations website found at: https://llr.sc.gov/eng/PDF_Files/LicensureQualificationInformationSheetExam.pdf (Download PDF reader).
If the applicant is utilizing the substantially equivalent education’ pathway, the approval letter from LLR must be final at time of application.
Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.
